MITRE National Security (MNS) has been executing the Push to the Pacific (P2P) system engineering and integration initiative to address the USINDOPACOM Commander’s “Seize the Initiative” challenge (now “Prevail strategy”) since 2021, focusing on deploying critical capabilities to address our Nation’s most pressing challenge in the Pacific Theater. Now, three years later, major initiatives to deploy a joint fires network, provide C2 capabilities across echelons, and bring multi-domain capabilities to bear are well underway. Meanwhile, MITRE’s work program in the region has nearly tripled, a new site is under construction, and our influence and impact have elevated significantly. Emphasis going forward will revolve around an Indo-Pacific regional approach to partner and capitalize on allied capabilities, while driving combined outcomes across the work programs (e.g. INDOPACOM and Service components) as well as being the connector across MITRE’s efforts in support of the military, IO, Counter PRC Cell, Strategic Competition Center and other evolving efforts. MITRE’s ongoing initiatives to advance JFN, C2 and C-C5ISR activities must also continue to fruition, and local partnerships on island must continue to be nurtured for local and area impact.

The Director will drive towards combined outcomes across MNS Service and stakeholder organizations and their respective work programs. The Director will continue to advance communications and enterprise systems and advise the USINDOPACOM community and leadership on architectures and acquisition approaches for accelerating capability to the field. In addition, the Director will coordinate partner and ally efforts (direct international, FMS, etc) across the region to bring coalition capabilities to bear. The Director will work closely with capability development partners, USINDOPACOM and Service Component leaders, as well as partner nation MoD leaders. The Director will coordinate closely with MITRE Honolulu-based leaders in performing these efforts.

The Director will interface with key sponsor stakeholders responsible for capability integration and establish critical areas of MITRE support with emphasis on selection, integration and fielding of near-term capabilities. The Director will coordinate ongoing and new experimentation and exercise campaign plans, underpinned by effects chain analysis M&S and a digital engineering framework. The Director will partner with other elements of MNS to identify opportunities and provide innovative end-to-end approaches to pressing USINDOPACOM problems. The director will coordinate with MITRE Director Australia Operations, FMS program leaders and MITRE international efforts in concert with INDOPACOM coordination efforts to better align efforts towards INDOPACOM priorities and outcomes. Responsibilities will also include integrating efforts with MITRE’s Innovation Program, cross cutting priority leaders, Service Components and bringing to bear commercial technology advances with emphasis on speed, urgency, development of innovative solutions, and unity of effort.

Roles & Responsibilities:

The primary responsibilities of the Director, Mission Integration, USINDOPACOM Pacing Threat Initiative are:

  • Leadership

  • Lead all aspects of the push to pacific campaign

  • Partner across MITRE MNS leaders, Cross Cutting Priority leaders and all of MITRE to mass and bring MITRE capabilities and capacity to bear and drive towards combined outcomes

  • Coordinate with INDOPACOM regional Department Manager who leads and manages efforts to bring top talent to bear locally and via reach-back to the INDOPACOM and Component work programs.

  • Engage with like-minded organizations and educational institutions on-island with an eye towards impact to the betterment of the local and regional communities, and where possible combining this with bringing value and impact to our DoD sponsors

  • Orchestrate senior leader engagements and coordinate major visit events

  • Strategic Planning

  • Identify and anticipate major sponsor and environmental trends, opportunities, and issues; this includes immediately shaping work to achieve mission impact, critical outcomes, and enable good growth through our work program with focus on both near- term goals and longer-term capability pipeline

  • Follow-up on recent INDOPACOM organizational assessment for follow-on actions and efforts

  • Sponsor and Partner Engagement

  • Maintain and monitor engagement strategy and MITRE POA&M to support USINDOPACOM and Service Component achievement of near-term operational goals

  • Nurture relationships in key stakeholder organizations (operational and particularly capability providers)– with the goal of serving as trusted advisor and guiding the delivery and integration plans for successful outcomes for USINDPACOM and components

  • Establish strategy and POA&M to engage partner nation leaders, and US leaders of critical AOR FMS programs, in partnership with MITRE stakeholder leaders

  • Partner with FFRDCs and industry to bring capabilities to bear and break down barriers

  • Technical and Integration Oversight

  • Identify combined outcomes and drive efforts across MNS stakeholder work programs for capability delivery and integration to USINDOPACOM and Components

  • Implement and oversee modeling and analysis capabilities, underpinned by a digital engineering framework, to include on-island presence in the form of a CUIC function

  • Coordinate and expand experimentation and exercise campaign plan, underpinned by modeling and simulation, and digital engineering to provide a platform for evaluation of capabilities against gaps and cost-benefit analyses

  • Engage and assist in rapid agile “acquisition” plan in concert with USINDOPACOM, components and capability provider organizations to bridge the “valley of death” and orchestrate transition plans through MITRE and external sponsor connections

Basic Qualifications:

  • Requires a minimum of 15 years of related experience with a Bachelor’s degree in Engineering, Computer Science, Mathematics, or equivalent; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.

  • Previous experience as a director or in a senior leadership role, with a demonstrated ability in organizational design and in building diverse, multi-functional teams.

  • Demonstrated ability to integrate large enterprise systems/capabilities, and manage expert teams to successful outcomes

  • Demonstrated ability to take risk and lead work with partial insight, and operate effectively autonomously

  • Proven experience engaging senior sponsors with successful impacts and outcomes, and establishing and maintaining strategic partnerships

  • Demonstrated experience in successfully developing, orchestrating and executing a complex campaign plan to address a key sponsor mission challenge set

  • Must have experience working both domestically and internationally.

  • Ability to effectively engage with rapid acquisition organizations and high-performing government entities, make an immediate impression, and establish key roles for MITRE.

  • Applicants selected for this position must possess active TS/SCI clearance

  • This position requires a minimum of 4 days a week on-site.

Preferred Qualifications:

  • Direct experience and impact in Joint Operations and understanding of Indo-Pacific threats and military issues

  • Direct experience and impact in international work programs and international sponsor engagement
