Job Description

Provides onsite administrative and project management support and coordination during all phases of a the Command strategic lab planning process. May be in a "client-facing" or client support role. Typically, with minor instructions and oversight, reports to customer technical points of contact (TPOCs), helps move projects towards completion by performing project and office administration tasks, which typically include scheduling meetings, production and distribution of collateral, file management, data collection, report creation, proofreading, research, developing and maintaining project deliverables, and team collaboration. Arranges logistics for meetings, conferences, and other project-related events. Organizes project committee meetings and prepares the necessary materials, including reports, presentations, agendas, and other meeting collateral. Receives, screens, logs and routes correspondence, attaches necessary background information and maintains follow-up system for action and deadlines. Transcribes and records key decisions and action items resulting from meetings.

Essential Job Responsibilities

Oversees and manages the operational aspects of planned projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

• Oversees a portfolio of existing and required lab capabilities in support of Government Program Lead, Infrastructure Division (code 102), and NAVFAC TPOC.

• Monitoring program plans including time and cost estimates to include project associated billing and financial services are timely and accurate. Ensures project outputs delivered on schedule and within funding.

• Oversees milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications; Monitors project timeline; tracks document submissions; creates, monitors and maintains audit files.

• Coordinates projects; develops system for data collection, reporting criteria and records; research and compiles statistics and data for projects; may assist in writing narratives for reports.

• Identifies, communicates, and resolves risks. Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project.

• For program compliance, designs and implements procedures to fulfill project objectives and criteria; may prepare memorandums; works with agencies to resolve concerns and issues.

• Prepares monthly variance reports with associated footnotes. Evaluates and monitors the performance and efficiency of programs to ensure that program implementation is on target.

• Document inputs/outputs between processes (NAVSEA to/from NAVFAC)

• Manage and maintain Office 365 environments, including Exchange Online, SharePoint Online, OneDrive for Business, and Teams.

Minimum Qualifications

• 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.

• 6 years’ work experience may be substituted for a Bachelor's Degree

• Associate degree plus 4 years work experience may be substituted for a bachelor’s degree

Preferred Requirements

• At least three years of experience working within government and/or defense coordinating programs of similar size in terms of work force utilization, procurement of materials and equipment, standards, and large numbers of tasks (80+/year)

• US Citizenship and a current Secret Clearance
