Space and Naval Warfare Systems Command ADMINISTRATIVE SPECIALIST (STAFF/REC PERS MGT ADVISOR) in San Diego, California
Summary You will serve as an ADMINISTRATIVE SPECIALIST (STAFF/REC PERS MGT ADVISOR) in the Logistics IT Services (PMW 200) of NAVAL INFORMATION WARFARE SYSTEMS COMMAND. Responsibilities You will serve as serve as a Staffing and Recruitment Personnel Management Advisor (PMA) and perform a wide variety of civilian staffing functions supporting Naval Information Warfare Systems Command (NAVWAR). You will provide staffing/ recruitment advisory services and takes measures to anticipate the customer's needs by preĀ positioning work products and proposing strategies to maximize capacity for success in garnering a diverse talent pool. You will advise management on recruitment strategies, sources, and special programs. You will provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. You will maintain short and long range staffing plans to meet mission requirements, human capital losses and changes in critical competencies. You will review past recruitment practices and local labor market conditions to advise on future staffing strategies. You will advise customer on a wide range of staffing issues such as workforce attrition problems, special placement programs, recruitment methods, candidate evaluation and selection, and special pay incentives. You will provide advice and guidance to managers and employees on the full range of flexibilities and restrictions outlined in the pay rules and regulations to include recruitment, relocation and retention incentive programs. You will ensures personnel actions have required documentation prior to routing Request for Personnel Action (RPA) to Office of Civilian Human Resources (OCHR). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 (DP-01) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations to provide recruitment and retention strategies, hiring processes, position management, restructuring, and pay/compensation integration for a range of regular/recurring to unique/difficult activities; and utilizing human resources information systems (such as Defense Civilian Personnel Data System, USA Staffing and On-Board Manager, Total Workforce Management System) Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DA-1/2/3. This position is covered by the Department of Defense Priority Placement Program.
