Summary Supervisory Program Analyst for Clinic Access Management, Systems Redesign and Performance Measurement (PM) for the STVHCS Subspecialty Sections including, but not limited to: Cardiothoracic, Orthopedic, Podiatry, Vascular Surgery & Neurosurgery. They will work under the Administrative Officer for Surgical Service. The responsibilities of this position involve administrative & management planning & support for the Subspecialty Sections with respect to clinic access & performance management. Responsibilities Major Duties: Incumbent must analyze and evaluate the efficiency and effectiveness of the multiple program operations of Surgical Service, assessing the effectiveness of services provided to the patients served. The duties and responsibilities of this position involve administrative and management planning and support for the surgical services and the specialty clinics with respect to clinic access and performance management. Administrative responsibilities include monitoring of service specific Performance Measures, Clinic Access, the Consult and Encounters processes, assisting in identifying clinical personnel needs, Patient Satisfaction, Patient Flow and providing data for Service Strategic Business Planning for specialties in both the inpatient and outpatient settings. Incumbent will identify problem areas, develop solutions, and implement solutions to correct poor work situations and prevent potential problems, including staff shortages. The incumbent must be familiar with the consult management process and encounters completion to ensure that clinical staff follows business rules in managing consults, capturing workload, and takes necessary corrective actions to resolve any issues. Incumbent will negotiate, plan, implement, and monitor all Systems Redesign Concepts and PM programs that affect Surgical Service utilizing Lean Six Sigma improvement principles. Assists supervisors, faculty, and staff in projecting needed changes based on data and recommends appropriate actions to improve performance to include disciplinary actions and performance counseling of staff. Incumbent will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assign work based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees; evaluate work performance of subordinates. This position requires administrative training, preferably with a focus on healthcare, a knowledge of Systems Redesign, Performance Measurement, Customer Satisfaction, data management, Medical Administration Service (MAS), equipment acquisition, patient scheduling and eligibility, and financial management. Manage the clinical supply budgets using fund control points (FCP), monitors the Invoice Payment Processing System (IPPS) and approves orders as needed. They will manage equipment inventory for surgical clinics to include replacement of damaged or outdated equipment, as well as placement and acquisition of new equipment orders. The Management Analyst is responsible for maintaining certification as a contracting officer's representative (COR). Incumbent monitors contracts totaling more than three million dollars, drafts contract packets, and completes background checks for contract staff. Incumbent must be able to articulate in writing all requests, memos, presentations, and correspondence to other services and outside agencies as needed. Incumbent must be able to conduct fact finding inquiries for patient complaints, including contacting patient, and prepare required congressional responses. Examples of specialized experience would typically include, but are not limited to: Knowledge and ability to work with DHCP/VISTA software applications as they apply to primary care assignment, patient care processing, workload capture, resource allocation and practice management profiling; this includes PCMM, Ambulatory Care Reports Program (ACRP), Patient File, Consult Service Tracking, Allocation Resource Center (ARC), VSSC, CPM Dashboard, Pyramid Analytics, and VA Fileman, Microsoft (MS) Word, MS Excel, MS PowerPoint and MS Outlook, and MS Access, to collate and manipulate data, conduct analyses and develop reports presentations, monitors, and correspondence; Ability to assist in business planning, and be able to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations for the Sections for which they are responsible; Knowledge and skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of the Systems Redesign and clinical program effectiveness and over all organizational productivity as it related to measurement of all Systems Redesign and Lean Six Sigma principles; Knowledge of pertinent laws, regulations, policies and precedents which affect the outcomes of patient care and related support resources in all the clinical activities; Knowledge of the principles of financial management, personnel management, organizational structuring and strategic planning.
