Overview

Project Manager (BAMC-2024-21145)

Bowhead seeks to network with a Project Manager to provide oversight, direction, and coordination of administrative duties required to support multiple medical/clinical type contracts to ensure that the goals and objectives are accomplished within budget, schedule, and scope at multiple locations in and around San Antonio, TX. The Project Manager will be responsible for managing and administering the daily work effort of over 300 employees to assure fully adequate, disciplined, and timely completion of all requirements in a safe manner. They will identify, analyze, prioritize, mitigate, and monitor current and future risks and support the needs of multiple stakeholders.

This position is not currently funded but is expected in early fall of 2024.

Responsibilities

  • Serves as the primary POC and authorized to interface with the Government Contracting Officer (KO) and the contract level Contracting Officer’s Representative (COR).

  • Establish and carry out contractual goals, policies, and procedures.

  • Manage daily general activities related to providing services by consulting with other executives, staff, and board members about general operations.

  • Ensure accurate records are maintained in accordance with BAMC, The Joint Commission (TJC), and departmental directives.

  • Responsible for ensuring the sufficient staffing of personnel are available to support operations at BAMC during normal working hours to include weekends and holidays.

  • Direct and oversee the contract's financial and budgetary activities.

  • Analyze financial statements and other performance indicators while identifying places to cut costs and to improve performance, policies, and programs.

  • Coordinates and monitors the scheduling, pricing, and technical performance of the contract.

  • Ensures adherence to master plans and schedules; develops solutions to program problems; and directs work of employees assigned to the contract from various departments.

  • Ensure accomplishment of the contract objectives are completed on time and within budget.

  • Relies on extensive experience and judgment to plan and accomplish goals.

  • Ensure an adequate staff of personnel with the necessary management expertise to perform the work in accordance with sound and efficient management practices.

  • Submit to the COR for review a Profile Application Packet with a Curriculum Vitae (CV) for each contract candidate, prior to beginning services under this contract.

  • Make provisions to accommodate fluctuations in work magnitude and type and have the flexibility to respond to emergencies and changing priorities/requirements in an effective and efficient manner.

  • Distribute Government provided customer-satisfaction surveys.

  • Implement a continuous Risk Management process throughout the life cycle of the Contract.

  • Provide a detailed monthly and annual status reports.

  • Other duties as assigned.

Qualifications

  • A Bachelor’s degree in business, public administration and/or quantitative analysis or related skill area is required in addition to a minimum of seven (7) years’ experience in a managerial position in a Army Medical Command activity as a uniformed service member, civil servant or contractor employee responsible for performance of Routine Administrative Support Services.

  • Project or Program Management Professional (PMP) Certification (Preferred)

  • Five (5) years’ experience with responsible oversight of large administrative operations support functions (for example managing programs in excess of $10M per year) as well as five (5) years’ experience with regulatory compliance, including The Joint Commission (TJC), OSHA, EPA and FAR.

  • Qualified candidates must have at least seven (7) years’ experience supervising 300+ full-time employees.

  • Knowledge of Army Medical correspondence and records management procedures, and Army Medical Command organizational structure and their relationships to the BAMC.

  • Individual shall have written and oral communications abilities commensurate with this management role.

  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.

  • Ability to understand, speak, read, and write the English language as well ascommunicate effectively with all levels of employees, Government Representative, and outside contacts.

  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

  • Advanced experience managing relationships with external partners, subcontractors, and vendors.

  • Valid driver’s license in the state of employment with an acceptable driving record.

  • Ability to pass a pre-employment background check in addition to US Citizenship is required.

Supervisory Responsibilities

  • Provides leadership and direction to the management and technical team.

  • Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action.

  • Ensures flow of communication from upper management to employees and vice versa.

Physical Demands:

  • Must be able to lift up to 50 pounds

  • Must be able to stand and walk for prolonged amounts of time

  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: There are currently no Security clearance requirements however qualified candidates must be able to successfully pass a background check and be able to gain access to the facility. Bowhead retains the right to change these requirements due to contractual requirements. Due to the location of this work, US Citizenship is a requirement for this location.
