Summary:
Vighter LLC is seeking a National Human Resources Manager who is directly responsible for leadership and management of the human resources section. The HR Manager will lead the human resources section as they recruit, hire, and onboard employees designated to work on government contracts ongoing throughout the United States. T he National HR Manager leads and manages the human resources function across multiple locations or regions within a country. This role is responsible for developing, implementing, and enforcing HR policies, programs, and strategies that align with the organization's goals, compliance requirements, and culture. The National HR Manager is instrumental in overseeing recruitment, employee relations, performance management, training, compensation, benefits, and HR compliance on a national scale. This position involves collaboration with regional HR managers, department heads, and senior leadership to ensure HR practices are consistently applied across the organization and that employee needs are met effectively.
Principle Accountabilities:
Responsible for planning, organizing, and supervising the execution of department activities in the areas of human resources, recruiting, benefits enrollment, onboarding, training, and compliance.
Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures.
Manages recruitment efforts for all exempt, nonexempt and temporary workers; writes and places advertisements; oversight of candidate screening, vetting, reference checks, candidate interviews and the extension of job offers.
Oversight of benefits administration to include claims resolution, change reporting, approving invoices for payment, and annual re-evaluation of policies for cost-effectiveness.
Development and maintenance of affirmative action program, EEO-1 and VETS 4212 reporting, and maintenance of other records as required by federal, state, and/or local regulations.
Ensures compliance with all federal, state and local employment laws.
Develops and administers various human resources plan and procedures for all company personnel.
Participates in developing department goals, objectives and systems.
Conducts new-employee orientations, monitors career-path program, employee relations counseling, and conducts exit interviews.
Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars.
Evaluates reports, decisions and results of department initiatives in relation to established goals.
Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
Other duties as assigned.
Knowledge and Skills :
Must have exceptional customer service skills.
Employees shall be technically proficient in the skills necessary to fulfill the job requirements, including ability to speak, understand, read and write English fluently.
Moderate proficiency in, common Microsoft Office Suite programs, to include Microsoft Word, Excel, Outlook, and SharePoint.
Functional proficiency and ability to document patient-centered health care in the required electronic health record or electronic medical record, in the required format, in a timely manner, and in compliance with contract policy and guidance.
A deep sense of purpose and dedication to the United States and our U.S. Military Veterans, their Families, and other patients as assigned.
Occasional schedule flexibility with a desired end state of full and complete HR support to all employees and full compliance with all Federal, State and local laws, statute and HR policy.

Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).
Education:
A bachelor's degree is required, a master’s degree is preferred.
Qualifications:
Five (5) years of human resources management experience.
HR Management experience highly desired.
PHR preferred, SPHR highly preferred, but not required.
Bilingual preferred (Spanish/English).
Government contracting experience preferred.
Duty Hours / On-call Requirements
Generally speaking, this is a day shift position with some work, mission dependent, at night and on weekends.

CBP Location: Vighter Corporate HQs, San Antonio, TX.

Travel:
As required to satisfy the contractual obligations. Generally, travel is limited to commute from residence to the worksite. Commute is non-compensatory. All official travel is government-funded.

Physical Requirements:
Must be able to sit for more than 8 hours per day.
Must be willing to work overtime if necessary.
