Job Description:

The Sustainability Department of Salt Lake City is looking for an energetic and passionate Community Engagement Manager who will be primarily responsible for developing, coordinating, implementing and administering strategic communications, marketing, public relations, community engagement, and oversee education and enforcement activities for the Waste & Recycling Division.

About the Position:

Under the direction of the Waste & Recycling Division Director, works with other city departments and community stakeholders on projects that support the division’s mission to protect our natural resources and reduce pollution through waste reduction and recycling. Supervises a team of up to eight full-time employees.

The ideal candidate will have a Bachelor’s degree in Communications, Public Relations, Public Administration, Business Administration, Environmental Science or related field plus a minimum of five years increasingly responsible related work experience, including at least two years in a supervisory role. Personal commitment to leading a sustainable lifestyle and familiarity with the interconnectedness of climate change, pollution, and communications approaches to engage a diverse audience is highly desired.

This position is a great opportunity for experienced professionals to gain experience and grow in the sustainability field. It is anticipated that incumbent will spend approximately 50% of their time overseeing the division’s communication and outreach strategies by planning and executing partnerships with community-based organizations, including scheduling and staffing tabling events; managing website redesign and updates; creating social media posts; and developing communications materials. The other 50% of incumbent’s time will be managing the daily operations of the Waste & Recycling Education, Enforcement, and Permits team. This team provides education and outreach to the residents and employees of the city and oversees implementation of the recycling ordinances for the business, multi-family, construction, and special event communities to achieve the City’s ambitious waste diversion goals.

Position Salary Range:

$72,232 to $98,630 annually based on qualifications and experience.

    Key Responsibilities:

  • Develops strategies for conveying the division’s vision and goals to the community and other stakeholders. Responsible for implementing these strategies through a broad range of marketing tools and initiatives including targeted and non-traditional community engagement strategies.

  • Acts as a public relations representative for the division in matters involving the news/communications media, including proactive media outreach strategies. Writes all division news releases, statements, and announcements. Crafts talking points, presentations, and other materials for division and department leadership.

  • Prepares and delivers written and oral presentations to community councils, local groups, schools, and other interested parties.

  • In coordination with the Deputy Director, oversees division’s online presence by maintaining and optimizing division website, and social media accounts, which includes content creation and design, posting, monitoring, and response.

  • Manages key division publications, signage, and marketing materials, including data and other periodic reports.

  • Facilitates multi-stakeholder meetings, workshops, task forces or committees. Works in partnership with state agencies, local government agencies, non-profit organizations and business groups to advance Salt Lake City’s sustainability agenda.

  • Serves as a liaison to the Mayor’s and City Council’s communication team, as well as other City communications and project staff, to ensure smooth cross-organizational communication and priority alignment. Manages division’s communications strategies during emergencies, including involvement in Joint Information Command.

  • Develops internal communications to foster healthy morale and help achieve strategic and message alignment among staff.

  • Directly supervises all work in assigned area to ensure the daily completion of time sensitive work assignments and that all safety measures are being properly followed.

  • Coordinates with division supervisors to design, create, and modify Education and Enforcement team’s daily routes.

  • Responsible for assigning and managing day-to-day work schedules for the Education and Enforcement team. Hires, trains staff, and manages on-going performance. Maintains reports, and time records, including hours worked, days off, overtime and daily log to track status of projects and personnel.

  • Assists in preparation of annual operating and capital budget. Monitors equipment and materials to ensure adequate resources are available for the team.

  • Able to work flexible hours, including weekends and evenings as needed, at times exceeding 40 hours per week, to accommodate community engagement activities.

  • Performs other duties as assigned.

    Minimum Qualifications:

  • Graduation from an accredited college or university with a Bachelor’s degree in environmental studies, public administration, communications, planning, engineering or related field plus five years related experience. A Master’s degree may be substituted for up to two years of related experience required.

  • Valid Driver License or the ability to obtain within three months of hire.

  • Knowledge of current trends in sustainability issues related to climate change, air quality, energy, transportation, food security, waste and recycling.

  • Knowledge of federal, state, and local environmental regulations.

  • Excellent interpersonal skills and the ability to communicate effectively both orally and in writing with individuals of varied backgrounds. Ability to organize work and gain support of employees, external customers and other stakeholders.

  • Proficient in computer use and the application of a variety of associated software.

    Preferred Qualifications:

  • Ability to communicate effectively in Spanish, both verbally and in writing.

  • Graduate-level degree in environmental science, planning, engineering, communications, or related field.

  • Knowledge of current trends in sustainability issues related to climate change, air quality, energy, transportation, food security, recycling and waste reduction.

  • Supervisory experience.

    Working Conditions:

  • Light physical effort associated with tasks common in an office work environment. Ability to remain in a stationary position while working at a computer with intermittent moving.

  • Potential exposure to disagreeable elements such as extreme heat and cold, dampness, fumes, noise, dust, airborne particles, grease, toxic or waste materials, infectious rodents, and insects.

  • Frequent exposure to stress as a result of human behavior, time constraints and multiple demands and priorities.

  • May work non-traditional hours and varying work schedules such as holidays and/or weekends.
