GREATER SALT LAKE MUNICIPAL SERVICES DISTRICT Stormwater Program Coordinator in SALT LAKE CITY, Utah

JOB SUMMARY

Under the general supervision of the Grading, Floodplain, and Stormwater Manager, the Stormwater Program Coordinator coordinates and implements the MSD's stormwater management plan (SWMP) to ensure compliance with the UPDES Phase II Permit regulating stormwater discharges from the MS4 into water bodies of the state. Coordinates with stakeholders and agencies concerning water quality issues and regulations and implements the SWMP BMPs for the 6 minimum control measures (MCMs) as required by the UPDES Phase II Permit. Supervises proper scientific collection, presentation, and use of water quality and hydrologic data. 

MINIMUM EDUCATION QUALIFICATION

Bachelor's degree from an accredited college or university in Geology, Hydrology, Engineering, or related Earth Sciences field, plus two (2) years of experience in water quality related work or as a Stormwater Quality Specialist; OR an equivalent combination of related education and experience.

Special Requirements

Must possess a valid and unencumbered Utah driver license.

ESSENTIAL FUNCTIONS

•    Administer and coordinate the MSD's UPDES stormwater program/permit including the public outreach and education campaign, coordinating activities with the Salt Lake County Stormwater Coalition, and updating the Stormwater Management Plan (SWMP). Maintain compliance with Federal and State stormwater regulations. Track and perform inspections of priority areas and long-term stormwater BMPs. Submit annual reports per the requirements of the UPDES permit.

•    Oversee the development and implementation of the MSD's SWMP as it relates to the six (6) minimum control measures (MCMs) the permit requires the MSD to implement

•    Coordinate and administer contracts with consultants to meet requirements of UPDES permit.

•    Identify and implement state-of-art viable best management practices (BMPs) to provide the most effective control of stormwater run-off pollutants.

•    Oversee the long-term stormwater program requirement. Develop SOPs for the program, and inspect the structures as required by the MS4 permit

•    Coordinates the MSD's Illicit Discharge and Elimination (IDDE) program. This includes mapping of MSD outfalls in a GIS database, updating the Illicit Discharge Detection and Elimination Plan, emergency spill response, priority area inspections, and training. Investigates stormwater ordinance violations, NPDES MS4 permit violations, illicit discharges, illegal dumping, and related violations.

•    Coordinate the MSD's Long Term Stormwater Management program in new development and redevelopment, including ensuring ordinances are up-to-date, implementing long-term stormwater BMPs, site plan review procedures, inspections and enforcement, and training.

•    Coordinates with the SWPPP Inspector & Grading Review Specialist assisting as needed with the construction site stormwater runoff control program. 

•    Review special event permits for stormwater BMPs. Ensure SOPs are developed and followed, facility inventory is current, inspections have been completed, and staff training and record keeping are up-to-date as required by the Permit.

•    Develop consul tant scope of work. Prepare and process contract agreements for consultant services, coordinate consultant's activities, and review and approve consultant's work.

•    Act as an expert/liaison in stormwater quality, hydrology, and water quality. Give technical advice, assistance, and training to owners, operators, and employees of business and industry, local government, contractors, the public and others as needed.

•    Represent the MSD on interagency committees or task forces. Participate in meetings and projects as needed, including presentations and community events.

•    Work closely with other departments, agencies, and municipalities, elected officials, citizen groups, environmental consultants, scientific and engineering firms regarding water quality issues.

•    Review and determine proper interpretation of laws, rules, and regulations impacting water quality. Provide technical and advisory services by coordinating water quality type projects to address permitting, environmental, maintenance, and regulatory compliance issues.

•    Ensure proper training of employees in the Stormwater Program. Develop and administer staff training for MSD staff to be completed annually

•    Facilitate, plan and develop information using statistical analyses, technical writing skills, and other necessary applications such as GIS, ACAD, MS Word, Excel, PowerPoint, etc.

•    May design, maintain, and update the Stormwater website as required.

•    Serve as Public Information and Education liaison for media outreach program.

•    Ability to interpret and apply laws, rules, regulations, policies and/or procedures to ensure compliance with agency, federal, and state policies and procedures, etc. Public relations and customer service

•    Ability to communicate clearly, concisely and effectively verbally and in writing; listen to and understand information and ideas

•    Ability to facilitate or lead hearings, presentations, meetings, teams, or work groups to encourage participation, build mutual trust, respect and cooperation among participants

Skills and Abilities to:

•    Ability to communicate clearly and concisely, both orally and in writing. Ability to speak in public and present public education programs.

•    Prepare technical documents and reports, analyses, and recommendations for stormwater projects. Ensure compliance with the UPDES Phase II stormwater municipal permit. Maintain field records, reports, pictures, and inspections. Must have strong project management and organizational skills.

•    Needs a basic understanding of water quality monitoring, sampling, and tracking tools.

•    Ability to work as a team and independently

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

•    Must be able to lift 50 pounds, and be able to walk, sit, kneel, and bend.

•    Moderate physical activity. Walking through/along rivers and streams, construction, and development projects along uneven terrain and in inclement weather conditions. Sitting at workstations for prolonged periods.

•    This position is subject to being called to work prior to or after the scheduled shift. Applicants may be required to be put on rotating twelve-hour day and night shifts during the event of an emergency.

•    In an emergency event or an IDDE event, responds as directed to incident inspect/ensure safety of essential public services, facilities and infrastructure.

•    Some work will be required outside normal business hours (M-F; 8-5). At least 2 or 3 times per year.
