Job Summary

The Sr. Data Scientist – Data Governance under the direction of the Assistant Commissioner of Data Governance and in collaboration with other state partners, executes the completion of essential federal, state, and programmatic reporting at the Commissioner’s Office of Higher Education ( OCHE ) within the Utah System of Higher Education ( USHE ). This position creates and updates the annual system reports and dashboards, and generally reviews the reporting and analytics portfolio of USHE . This position completes data quality checks before loading data into the production database for use by the USHE analytics team. Completes ad-hoc requests ensuring accuracy and completion of said requests in a timely manner. This position receives essential technical support from management and must have a strong grasp of data governance, database systems, database management, and database structures.

Responsibilities

Essential Functions

  • Provide data quality checks to maintain accurate reporting from 16 higher education institutions.

  • Maintain data glossaries and clearly communicate definition changes for reporting.

  • Evaluate data submissions to ensure data glossary definitions are being followed.

  • Query and maintain files and records related to analytics and reporting and provide feedback on processes that will support routinizing regular data reports/requests.

  • Extract data sets using queries from the USHE and partner databases, quantify, and summarize the findings according to questions asked.

  • Evaluate and report on the effectiveness of higher education data collection and governance.

  • Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

  • All other tasks as assigned.

Typical office working conditions and hours with occasional meetings/events in the early morning, evenings, or weekends. Frequent local and statewide travel.

Minimum Qualifications

Education

  • Bachelor’s degree or equivalency (one year of education can be substituted for one year of related work experience) required, Master’s degree or PhD preferred.

Qualifications

  • 2-4 years’ experience in a related field.

  • Strong relational databases systems knowledge, including using SQL query tools, data security, and ETL processes.

  • Knowledge and skills in data reporting .

  • Ability to maintain the highest degree of confidentiality.

  • Ability to communicate effectively, including communicating complex data sets, to audiences with limited knowledge.

  • A commitment to continuously improving processes to increase efficiency and effectiveness.

  • Strong workload management skills and abilities, with an emphasis on the ability to prioritize and attention.

  • Strong verbal and written communication skills, including the ability to write highly technical and significantly less technical documents, presentations, and research papers.

  • Experience in a professional communication setting.
