GREATER SALT LAKE MUNICIPAL SERVICES DISTRICT Grading Review Specialist in SALT LAKE CITY, Utah

JOB SUMMARY

Under general supervision of the Grading, Floodplain, and Stormwater Manager reviews grading and drainage plans submitted for land use applications, building permits, grading permits, and other related applications for compliance with applicable codes and ordinances; enters the reviews into the applicable software; tracks applicable corrections prior to permits being issued; and inspects grading projects at various stages of completion.

MINIMUM EDUCATION QUALIFICATION

Bachelor's degree from an accredited college or university in civil, geotechnical, or architectural engineering, geology, or other related discipline, OR four (4) years of closely related experience; OR an equivalent combination of related education and experience. Cityworks experience preferred.

An equivalent combination of education and experience may be substituted.

Preferred Qualifications

• Registered Stormwater Inspector (or equivalent) Residential Building Inspector or Commercial Building Inspector certifications

Special Requirements

• Must possess a valid and unencumbered Utah driver's license.

• Must attend and pass driver training before operating MSD-owned vehicles.

ESSENTIAL FUNCTIONS

• Reviews submitted plans and documentation for compliance with all applicable codes, zoning ordinances, and potential geologic and environmental hazards while working with the developers, contractors, and the public to ensure development plans meet current applicable codes and ordinance requirements.

• Host review sessions for commercial and residential grading permits. Coordinates with other agencies, planners, plans examiners, and engineers to ensure compliance.

• Processes grading permit applications which may include calculating fees, reviewing data fields, reviewing plans, ensuring required tasks are completed, and issuing the permits.

• Performs site development inspections which may include pre-development reviews, erosion, and sediment control requirements, existing and proposed cut and fill slopes, compaction of fill, and mass grading and development of the overall site proposals and designs. Inspects grading projects to ensure applicants are following approved grading and drainage plans and appropriate BMPs are installed/maintained

• Participates in pre-construction meetings to inform the applicants of the current grading, SWPPP & MS4 requirements, including the recording of a SWMA and SWMP over the subject property/properties.

• Coordinates with the State of Utah, Salt Lake County Health Department, and other agencies on matters as needed for compliance

• Reviews submitted plans and documentation for compliance to the International Building Code, and zoning ordinances.

• Completes reviews on plans and issues permits for development, including residential, commercial, industrial including the mass grading of a site in a timely manner and communicates additional needs effectively.

• Issues stop work orders/non-compliance notices at active/non-permitted sites on behalf of the grading and building departments

• Performs SWPPP inspections when necessary to assist current SWPPP Grading Stormwater Inspector(s).

• Performs other duties as needed or assigned.

Knowledge of:

• Principles, practices, methods, and techniques of civil engineering.

• Principles, practices, methods, and techniques of geological and earth sciences.

• Storm Water Pollution and Prevention Planning (SWPPP).

• Utah Pollution Discharge Elimination Sys em (UPDES).

• National Pollution Discharge Elimination System (NPDES).

• American Association of State Highway & Transportation Officials (AASHTO).

• Natural Hazards (avalanche, debris flows, rockfall, faulting and fault lines, landslides).

• American Standard Testing Materials (ASTM).

• Project Management.

Skills and Abilities to:

• Review and understand a geotechnical engineering report and recommendations for developments.

• Interpret and apply codes.

• Understand grading and drainage plans and provide feedback.

• Explain and help the applicant, engineer or contractor to understand the applicable codes and ordinance requirements.

• Communicate clearly both verbally and in writing.

• Use and understand standard office tools, such as Microsoft Office Suite and review software such as Bluebeam.
