Job Summary

The Executive Director for my529 is responsible for developing and directing my529’s strategic plan, overseeing leadership, financial management, operations, and compliance functions. They ensure long-term profitability, growth, and regulatory compliance while managing investments, asset allocation, and budget priorities. This role includes providing executive oversight for cybersecurity, business continuity, and marketing, as well as guiding new business development and community outreach. They also represent the organization to external stakeholders, including media and legislative representatives, while also supervising employee development.

Responsibilities

  • Develops and directs the organization’s strategic plan under the oversight of the Utah Educations Savings Board of Trustees.

  • Oversees and directs the organization’s overall leadership, strategic development, policies, objectives, and initiatives.

  • Oversees financial management including monitoring and assessing financial investments, asset allocation, investment manager selection and fees.

  • Oversees and provides executive leadership for the organization’s operational, financial, information technology, compliance and marketing functions and their strategic planning, implementation, evaluation and management; provides overall responsibility for the organization’s short- and long-term profitability and growth.

  • Determines budget and financial priorities.

  • Monitors industry technology, data, and financial industry trends and changes in tax law and federal privacy regulations.

  • Oversees and provides executive leadership for the organization’s cybersecurity and business continuity.

  • Provides and presents information to the Utah Education Savings Board of Trustees, Investment Advisory Committee, and Utah Board of Higher Education.

  • Establishes and reviews the organization’s policies and procedures; ensures regulatory and legal compliance.

  • Oversees contract administration and negotiation processes and compliance.

  • Oversees and establishes strategies for new businesses and product development through marketing, promotions, and community outreach opportunities.

  • Attends and participates in various board, management, and committee meetings; provides and presents financial analysis on relevant issues; makes presentations to community groups.

  • Represents the organization and acts as a lead liaison for various external agencies and the media; establishes good working relations and collaborative arrangements to help achieve organizational goals; interacts and communicates with outside media.

  • Works with legislative representatives to get legislation passed that supports organizational goals; drafts, recommends, and monitors legislation relating to college saving plan laws and regulations.

  • Oversees employee development, supervision, and evaluation of performance.

  • Keeps current on industry trends and best practices.

  • Reports to and works under the guidance of the Commissioner of Higher Education.

  • In-state and out-of-state travel is required.

Minimum Qualifications

Education:

  • Master’s degree in Accounting, Finance, MBA , or MPA .

  • Professional certifications including Certified Public Accountant ( CPA ), Certified Financial Planner ( CFP ), and/or Chartered Financial Advisor ( CFA ) preferred.

Experience:

  • Ten (10) years demonstrated experience performing leadership and executive management functions at a CEO level.

  • Ten (10) years demonstrated technical experience with accounting, auditing, legal, and tax policies as it relates to compliance, contracts, disclosures, advertising and securities rules and laws.

  • Five (5) years demonstrated management experience with financial services back office operations.

  • Five (5) years demonstrated experience with legislative and regulatory compliance.
