Responsibilities

  • Develop and execute the Human Services organization data analytics and engineering strategy aligned with the mission and goals.

  • Lead and mentor multi-disciplinary teams including Infrasructure, Low Code/No Code, Business Analytics and Automation, ETL, and Database Administration made up of data engineers, developers, and analysts to deliver high quality, scalable, and efficient data solutions.

  • Oversee the design, implementation, and optimization of scalable data infrastructure and architecture to support data analysis and modeling.

  • Drive the exploration and analysis of large, complex data sets to identify trends, patterns, and insights that inform programmatic decisions and policy recommendations.

  • Foster a culture of collaboration, innovation, and continuous learning across all IT disciplines.

  • Collaborate with program managers, policymakers, and community partners to understand needs, priorities, and opportunities for leveraging data insights.

  • Establish key performance indicators (KPIs) and metrics to evaluate program effectiveness and drive continuous improvement.

  • Ensure compliance with data governance policies, standards, and regulations, maintaining data integrity, security, and privacy.

  • Supports Practice Area leadership in achieving business objectives through reporting and analyses

  • Works with Business teams to attain the business requirements for software applications and develop technical specifications, as well as Level of Effort (LOE) responses.

  • Works with the delivery management team on projects to define scope, milestones, deliverables and staffing needs.

  • Coordinates and collaborates with cross functional teams in Project Management, Business Analysis, QA and Development for alignment, issue resolution and product delivery

  • Collaborate on and oversee architecture, schema design and development of enterprise applications participating in full development life cycle including requirements, design, developing, testing, etc.

  • Develops technical RFP responses as requested

  • Work with DevOps Engineers to identify and address performance bottlenecks.

  • Strong experience with performance tuning and testing and optimization as well as data migration

  • Contributes to strategic planning, direction, and goal setting for the team in collaboration with senior IT management

  • Responsible for strategy governing database security, backup and retention policies, and scaling.

  • Drive innovation in data engineering practices and stay abreast of emerging technologies and trends in data analytics and engineering, evaluating their potential impact on our service delivery and recommending adoption where appropriate.

  • Effectively communicate complex technical concepts and insights to non-technical stakeholders, enabling informed decision-making and advocacy efforts.

Qualifications

Required Skills:

  • Strong technical proficiency in data analytics tools and languages and experience with data visualization tools (e.g., Tableau, Power BI).

  • Deep understanding of data engineering concepts and technologies, including data warehousing, ETL processes, and cloud platforms (e.g., AWS, Azure, Python, etc.)

  • Excellent leadership and interpersonal skills with the ability to inspire and motivate teams to achieve their full potential.

  • Strong problem-solving and strategic thinking abilities, with a track record of driving social impact through data-driven decision-making.

  • Excellent communication and presentation skills, with the ability to effectively convey technical concepts to diverse audiences.

Required Education:

  • Bachelor's degree in computer science, engineering, mathematics, social sciences, or a related field; advanced degree preferred.

Required Experience:

15+ years of related experience;

Expert level knowledge of SQL

Strong experience with data security

Expert level knowledge of Power BI, other reporting and automation tools

Supervisory Responsibilites

This is a people management job with direct reports. All PCG people managers are expected to:

Applicants from across the US will be considered. Regular work duties are completed virtually/remote but may require infrequent travel to PCG and client sites.

Compensation

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $175,000 - $215,000 . In addition, PCG provides a range of benefits for this role.
