State of Utah - Jobs Construction GIS Manager (GIS Analyst IV in SALT LAKE CITY, Utah
The Utah Department of Transportation (UDOT) is seeking a highly skilled GIS professional to develop and lead the UDOT Central Construction Division's long range technology efforts. As the Construction GIS Manager,you will help "Keep Utah Moving" by innovating transportation solutions that strengthen Utah's economy and enhance the quality of life for Utah's citizens. You will translate Central Construction s vision into reality by creating new applications,connecting disparate data sources,and streamlining processes for the division and users throughout the state. Specifically,you will be responsible for the successful adoption and maintenance of construction technology software and hardware for the Department,employing a highly collaborative approach with users through training and ongoing support. You will contribute to the creation of a platform for UDOT construction crews to digitally deliver projects,including such tasks as: digitizing construction plans and specifications,documenting inspection elements,implementing APIs for data integration,maintaining electronic ticketing data,and training and supporting field crews in these emerging technologies. You will also collaborate frequently with UDOT s Central GIS and Digital Delivery teams. Principal Duties As the Construction GIS Manager,you will:
- Develop and implement GIS tools to receive and communicate digital information on UDOT projects between different functional groups within the Department.
- Create a sustainable and repeatable data collection process for all items on UDOT administered construction projects that integrates with the Department s asset management program.
- Provide input on the development of data management processes that impact construction.
- Monitor developments associated with digital delivery of projects nationally.
- Analyze gaps in construction technology within the Department and research or develop and test innovative solutions to address these inefficiencies.
- Coordinate with other UDOT groups,including but not limited to Digital Delivery,Maintenance,and Planning,
- Build strong relationships with construction crews by providing direct support with regard to new technologies,ensure the applications are working properly,and obtain feedback to make improvements to field tools.
- Integrate data collected by field crews with existing UDOT databases in support of long-term asset management.
- Understand and apply geographic transformation principles to ensure quality data collection and management.
- Manage UDOT s eTicketing system for all regions.
- Maintain,verify,analyze,and disseminate data from a variety of applications including ArcGIS Pro,Esri field apps (Survey123,Field Maps),Aurigo MasterWorks,HaulHub E-DOT,and related software systems.
- Be or become a proficient user of Safe Software s FME Desktop and FME Server.
- Use Python to convert CAD design data to GIS formats.
- Utilize drone-captured data for construction applications.
- Other duties and tasks as assigned.
Minimum Qualifications In order to qualify for this position,the candidate must have:
- At least four years of professional related experience
- A bachelor s degree,or higher,in GIS,data science,or another related field (professional experience may be substituted for education)
- A valid driver's license,which is required to drive a motor vehicle on a highway in this state per UCA 53-3- 202(1)(a).
This position may be filled as a GIS Analyst III for those who do not have the experience or education listed above. In order to qualify for the level position III,the candidate must have:
- At least two years of professional related experience
- A bachelor s degree,or higher,in GIS,data sc ience,or another related field (professional experience may be substituted for education)
- A valid driver's license,which is required to drive a motor vehicle on a highway in this state per UCA 53-3- 202(1)(a).

- Transportation or e-construction experience
- At least four years of database management experience (master s degree and/or PhD may be substituted for up to two years of experience)
- GIS Certification
- Python scripting experience
- FME Certified Professional or any FME experience

- Analyze,summarize and/or review data and report findings,interpret results and/or findings,discuss and/or make recommendations with appropriate parties
