Bureau of Reclamation Civil Engineer in Salt Lake City, Utah

Responsibilities This position is located in the Resources Program Group, Resources Management Division, Upper Colorado Regional Office. The position is responsible for supporting the Regional Planning Officer through coordination of planning activities, and service as the lead on planning projects, especially projects related to planning for the impacts of climate change across Reclamation's mission areas. The incumbent also serves as the second Regional representative to Reclamation's Science and Technology Program. Participate in general planning activities for infrastructure, water and power supply, environmental compliance, and other needs in a changing climate across the Upper Colorado Basin Region's service areas, including for Reclamation's reserved and transferred water systems. Serve as a Project Manager for engineering and climate-change planning investigations as needed, and provides technical support to planning investigations and environmental compliance and science and technology activities throughout the Upper Colorado Basin Region. Serve as a technical representative on engineering and science related contracts and grants, and on application review committees. Serve as a liaison for the Region for private, local, state, Tribal and federal entities on issues related to engineering and science, and projects being funded or performed by Reclamation. Represent the Upper Colorado Basin Regional Office on a variety of technical working groups related to infrastructure and water supply planning, climate-change planning across Reclamation mission areas, science and technology programs, modeling, environmental monitoring, and database management. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for Federal employment, determined by a background investigation. This certification must be attained within (1 year) of hiring and must be maintained. At GS 12: Certification is required to serve as a Contracting Officer's Representative (COR) as articulated in the DOI Acquisition, Assistance, and Asset Policy (DOI-AAAP) 0051, Federal Acquisition Certification and Programs Policy. This certification must be attained within (1 year) of hiring and must be maintained. AND Certification- Basic or level 1 (Senior Level) Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Must possess or obtain within 1 year of employment. Qualifications To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having: A. Degree: Engineering. To be acceptable, the program must be:(1) a bachelor's degree in a school of engineering with at least one program accredited by ABET; (2) an engineering degree which includes differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive). In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and specialized experience requirement - this information must be clearly supported in the resume. In addition to meeting the Basic Qualification Requirement for engineering positions, to qualify at the GS-11, you must possess one year of SPECIALIZED EXPERIENCE equivalent in difficulty and complexity to at least the GS-09 (obtained in either the private sector or in Federal service) having demonstrated experience with climate change hydrology, planning and analysis related to water, power generation, and environmental impacts, as well as experience in two (2) of the following: 1). Planning and coordinating the utilization of hydrological and river basin models and relationship database software, including Riverware or other operational modeling tools. 2). Producing, reviewing, and interpreting data visualization software using statistical tools such as Program R, Matlab, or similar programs; 3). Preparing high-quality reports, documents, and correspondence; 4). Engaging and establishing collaborative working relationships and building and keeping trust with key stakeholders. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
