Federal Aviation Administration Airway Transportation Systems Specialist in Salt Lake City, Utah

Summary The primary responsibility of this position requires advanced knowledge of the NAS as an integrated system, of the relationship of the parts to the whole, and of the capabilities within the NAS to deal with unusual problems or unanticipated air traffic safety issues. Responsibilities Serves as an independent contributor, a contributing specialist on large work activities, or as a team leader for single or small work activities. May provide formal instruction to other technicians. Performs highly specialized technical work associated with installation, maintenance, monitoring, modification, and provides oversight functions of Network Enterprise Management Center (NEMC) systems and services on legacy and newly developed systems. These systems collect, process, store and disseminate textual aviation weather products, flight plans, and Notice to Airmen (NOTAM) information between National Airspace Systems (NAS) systems, commercial airlines, and additional commercial users 24 hours a day. Applies broad experience and advanced technical knowledge of the Network Enterprise Management Center (NEMC) systems and services on legacy and newly developed systems. Understands how assigned systems, components, and disciplines are integrated with other systems, components, and disciplines. Rapidly analyzes and seeks resolution to problems as they arise and makes adjustments as necessary to deal with system outages and network performance deterioration. Initiates action for the timely repair or restoration of services and systems, considering the availability of back-up systems, possible reconfigurations to minimize service interruptions, and the relative criticality of particular functions to the safe and efficient operation of the NAS. Incumbent is responsible for timely upward reporting of NAS information that could have an impact to operations for purposes of Situation Awareness. Serves as the key technical point of contact for assigned systems and projects. Collaborates with system users, planners, engineers, and contractor personnel for the acceptance of new or modified systems and provides assistance for resolving problems with the installation or improvements. Uses broad automated systems and networking responsibility to provide “end-to-end” services to Air Traffic customers. Contacts are both internal and external, including international. Contacts are made to furnish technical guidance and advice, instruct other employees, share information, provide data, discuss the statuses of assignments, and if needed coordinate the activities of contractors. The Operations area serves as a principal organizational element of the Enterprise Operations Organization to plan, direct, coordinate, monitor, and accomplish activities associated with real-time management of assigned NEMC systems/services at the national integrity level. Technical manuals, manufacturers’ instructions, FAA policies and procedures, and other publications provide guidance for some assignments. If guidance is inadequate or incomplete the Specialist may develop solutions based on knowledge of the discipline and past experience. May develop guidelines for the use of other technicians. Independently performs assignments. Completed work is reviewed to an extent consistent with the complexity of the assignment. The ATSS initiates actions to install, maintain, and modify electronic equipment associated with facilities and services required for aviation navigation to assure a reliable, safe, and smooth flow of air traffic. It includes periodic maintenance (inspection and analysis of equipment with associated adjustments), modification, corrective maintenance, troubleshooting, repair and replacement of malfunctioning equipment. May be required to monitor entire systems, including electronic equipment. Uses own judgment, experience, and knowledge to solve problems and complete assignments. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band G/level II or FG/GS-10/11 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below. Specialized experience for this position includes the following: Experience monitoring and maintaining FAA enterprise systems, analyzing the integration of automation systems, and recommending enhancements of new and emerging technologies.
