Harris is seeking a passionate and motivated planner to support our Environmental Planning + Consulting team. The planner will be responsible for managing and processing tasks for various public agencies; working on current and long-range planning issues; writing staff reports; and presenting to decision makers (e.g., Design Review Board, Zoning Administrator, Planning Commission, Board of Supervisors/City Council). Successful candidates will have a background in land use planning, experience working for local agencies, understanding and experience with CEQA and environmental review, and demonstrated ability to communicate verbally and in writing.

The position will be based in our Salinas office with a hybrid work option and may require limited onsite staff support at local agencies in the Monterey/Salinas region.

Responsibilities and Duties:

  • Work closely with senior project managers, planners, and public agency staff on a wide range of planning and development projects including discretionary and ministerial permits, development code and general plan analysis/consistency determinations, and environmental compliance requirements.

  • Conduct site analysis and project research.

  • Prepare well-written reports and presentations for public agencies.

  • Prepare and participate in virtual community and stakeholder meetings and workshops.

  • Manage projects and case load on behalf of public agency clients.

  • Manage multiple planning/development applications and projects through the entitlement process.

  • Work onsite with local public agencies on tasks described above as needed.

    Qualifications and Skills: 

  • Bachelors or Masters in Planning, Environmental, or related field.

  • 5+ years of experience in planning, development review, and project management.

  • Must be a team-player with a positive attitude.

  • Ability to work and collaborate remotely with clients and team members from other Harris office locations.

  • Strong verbal communication and interpersonal skills.

  • Excellent written communication skills, including the ability to synthesize complex ideas into simplified concepts and graphical representation.

  • Eager to learn and values the opportunity for professional development through collaboration on multi-disciplinary teams.

  • Comfortable in a fast-paced, dynamic environment, and the ability to work on multiple projects simultaneously.

  • Ability to apply technology and software applications creatively to support planning solutions.

  • Understanding of environmental compliance and the California Environmental Quality Act process

  • Strong computer skills, including use of Microsoft Office Suite

  • The position may require some in-office support at local agencies in the Monterey/Salinas region and some travel throughout California with advance notice.

    Compensation and Benefits

    The salary range for this position is $85,000 - $95,000. This will be dependent on the experience and expertise of the incoming candidate.
