CEQA/NEPA Senior Project Manager

The CEQA/NEPA Senior Project Manager is a leader in Harris’ Environmental Planning + Compliance team responsible for preparing environmental analysis documents (e.g., MNDs, EIRs, EAs, EISs), managing client relationships, and developing business with public agencies in northern and/or central California. The successful candidate will be detail oriented with strong organizational skills, interpersonal communication skills, and excellent writer and document reviewer.

The position requires the ability to coordinate effectively with the project team and complete high-quality work within project budgets and deadlines. A strong work ethic, positive attitude, and experience preparing environmental documents in a team-oriented environment is required. The position can be remote, in office, or hybrid and may require infrequent travel.

Duties & Responsibilities

  • Coordinate, prepare, and manage CEQA, NEPA, and other environmental compliance documents with in-house team members and/or specialist subconsultants in accordance with an approved scope of work, budget, and schedule.

  • Initiate discussions with internal team, sub consultants, clients, and regulatory agencies to identify and resolve complex project issues.

  • Manage projects within Harris’ financial management system (Deltek Vantagepoint), including project set-up, invoicing, and budget management.

  • Develop client relationships and identify opportunities to win new CEQA/NEPA work in northern and/or central California.

  • Participate in business development activities including pre-positioning, proposal preparation (including qualifications, approach, scope of work, budget, and schedule development), and interviews.

  • Participate in professional organizations and activities to continue learning, grow client and industry relationships, and enhance Harris’ visibility in the marketplace.

  • Schedule and lead meetings, plan for and develop project deliverables, oversee work prepared by others, and conduct other necessary activities to meet client project needs.

  • Provide quality control review of all CEQA/NEPA and technical environmental documents prior to submittal to the client.

  • Mentor and supervise junior staff.

    Qualifications & Experience

  • Bachelor’s degree in related field or equivalent experience

  • 12+ years of professional environmental experience with 8+ years relevant project/program managing the preparation of CEQA/NEPA documents (e.g., MNDs, EIRs, EAs, EISs) for development and transportation projects with increasing project size and complexity

  • Must be a team-player with a positive attitude, strong interpersonal communication skills, and ability to collaborate remotely with clients and team members.

  • Excellent written communication skills, including the ability to synthesize complex ideas into simplified concepts and graphical representation.

  • Expertise in CEQA/NEPA statues, guidelines, case law, and analysis.

  • Understanding of local agency planning processes and environmental regulatory requirements, such as the AB 32, AB 52, Clean Air Act, Clean Water Act, and the Endangered Species Act.

  • Demonstrated project management skills and experience to successfully complete projects on time and within budget.

  • Ability to take initiative and resolve conflicts that arise during the project with internal team and subconsultants, clients, and regulatory agencies.

  • Strong network of clients to draw upon for business development opportunities in northern and/or central California.

  • Experience with business development pursuits, including prepositioning activities, proposals, and interviews.

  • Ability to foster and cultivate the Harris culture and exemplify the Harris shared values.

    Compensation & Benefits

    The salary range for this position is $125-175K. This will be dependent on the experience and expertise of the incoming candidate.
