Summary This Peer Specialist position may only be filled with a Veteran that meets statutory requirements that are detailed in the qualifications section. This position functions as an interdisciplinary team member, assisting physicians and other professional/non-professional personnel in a rehabilitation treatment program. Peer Specialists perform a variety of therapeutic & supportive tasks that include assisting Veterans in articulation their goals for recovery & personal wellness. Responsibilities Duties include, but not limited to the following: Assists Veterans in identifying their skills, strengths, supports, and resources needed to aid them in achieving their recovery and wellness goals. Participates in the service, training, consultation, and other professional activities of VA health care services and functions as a fully vested member of the multidisciplinary team. Assists Veterans to articulate personal recovery and wellness goals through the use of individual or group meetings. Orients new Veterans to the program's services, hours, locations, staff, and other pertinent information necessary for the Veterans to understand how to effectively utilize the program services. Assists Veterans in determining the steps needed to achieve their self-directed recovery and wellness goals. Contributes to the development of an effective discharge plan that is based upon their understanding of the Veteran's goals and interests. Completes assignments based on peer support service knowledge, skill and proven sound judgment. Works with Veterans with very complex mental illnesses and challenging situations that require effective communication and decision-making skills. providing and advocating for effective wellness and holistic, recovery-based services that aid Veterans in daily living. Observes behaviors that might indicate difficulty adapting or responding to treatment (e.g., missed appointments, failure to maintain abstinence, risk to self or others, disruptive behavior), completes appropriate documentation, and reports concerns to the treatment team in a timely manner. Uses ongoing individual and group meetings to teach Veterans how to identify and combat negative self-talk and overcome fears by providing a forum that allows Veterans to share their experiences. Assist Veterans in building social skills in the community that enhance community reintegration using techniques such as role playing and social skills training. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-08 position you must have served 52 weeks at the GS-07. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-06: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: understanding of common psychiatric disorders, including knowledge of addictions and dual diagnosis. Using oral and written communication effectively to teach and engage in problem solving and conflict resolution strategies to support individuals in self directed recovery. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed six (6) months of graduate education in a degree program directly related to the work of this position. GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establish and maintain effective person-to-person relationships, skill in oral and written communication, ability to inspire confidence and motivate individuals. understanding of common psychiatric disorders, including knowledge of addictions and dual diagnosis. Understanding of how roles of ethnicity, race, spirituality, gender, gender identity, sexual orientation, and local community and other subcultures may influence recovery. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) year of graduate education in a degree program directly related to the work of this position. GS-08: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying, advocating for, and providing peer support services for Veterans that require assisting them in establishing goals, strategies, and mechanisms to reach those goals. works with Veterans who have very complex mental illnesses and health concerns which may result in challenging communications and difficult work situations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one and one half (1-1/2) years of graduate education in a degree program directly related to the work of this position. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist Veterans in developing empowerment skills, identifying strengths, and combating stigma through self-advocacy. This is accomplished through regular individual or group meetings and using role playing/modeling techniques. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. Statutory Requirements. Section 405 of Public Law 110-387, as codified in 38 U.S.C. 7402(b)(13), established that to be eligible to receive appointment to a Peer Specialist position, a person must: (1) be a veteran who has recovered or is recovering from a mental health condition; and(2) be certified by -(a) a not-for-profit entity engaged in peer specialist training as having met such criteria as the Secretary shall establish for a peer specialist position; or(b) a State as having satisfied relevant State requirements for a peer specialist position. NOTE: You MUST provide copies of your DD-214 and Peer Specialist Certification, with your application package. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. This position must be equipped to be flexible and accept that work areas are often noisy, irregular, unpredictable, and stressful. Work is performed in a wide range of settings, including the facility, group or family homes, community-based outpatient settings, community organizations, or in transport vehicles (public or government). Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
