Summary This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Salem VA Medical Center (SVAMC), in the Education and Learning Resources Service. The purpose of this position is to provide support to the Designated Learning Officer (DLO) within the Education and Learning Resources Service at the Salem VA Medical Center. Responsibilities Major duties include but are not limited are: Providing administrative and management services essential to the operation and direction of the Education and Learning Resources Service, which includes Administrative Duties, Budget Management for Scholarship Program and Education Service Needs, Primary ADPAC, Online Education, Talent Management System (TMS) Domain Manger, Media/ AV Management, Medical Library, and Liaison for all internal and external stakeholders/ vendors for education service. Performs analytical and evaluative work, has administrative oversight, develops and manages day-to-day operations, addresses educational service issues, and estimates resources as required to further develop the education service. Is the main contact for administrative needs, Human Resources related issues, the Contracting Officer for multiple contracts, AV/ Media Specialist, Primary ADPAC, and as is responsible for financial management of a multi-million-dollar budget for the Education Service. Directs and performs the administrative functions of Education and serves as liaison between the DLO and Chiefs/Directors of other services, other VHA facilities within the Education service. Will ensure that training materials are updated and available for trainings and will be responsible for assisting the faculty with review and edit of these materials as needed. Will require high-level use of Microsoft Office products, including Word, Excel, OneNote, Publisher, PowerPoint, and Adobe Acrobat. Is responsible for coordinating and the management of all administrative aspects of the Education Service and provides planning and direction for the service. Responsible for reviewing and approving outgoing correspondence under the supervision of the DLO, for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions, and regulations, as well as the viewpoint of the Education Service. Responsible for developing, maintaining, and anticipating the need for resources, and makes recommendations to the DLO regarding distribution or redistribution of these resources. Acts as the liaison with the Human Resources office concerning personnel-related matters, by assisting the DLO in the completion of all personnel related actions. Performs audits necessary for continued accreditation by conducting the review and assembling data for approval. Performs other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing a variety of data, regulation, policies and procedures, understanding of principles, operating within a set budget with budgetary information, Performing and directing administrative functions, Understanding Human Resources Management processes and administrative operations and communicating work methods in writing and verbally to a variety of individuals OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education beyond the first two years or 36 semester hours. Physical Requirements: The work is mostly sedentary. The work requires walking, standing, bending, and carrying light items such as books, papers, and files.
