National Park Service Biological Science Technician in Saint Paul, Minnesota

Summary Assist with design, coordination and execution of natural resource and landscape restoration projects using complex techniques and skill. Participate with Natural Resource/Land Management program manager and/or resource specialist the resource management process. Administratively maintain a significant function or area of responsibility on an ongoing basis. Assignments include land management projects, administrative functions, and routine professional work or standardized professional duties. Responsibilities This position is an integral staff member of the Park's Natural Resource/Land Management Program. They will serve as a lead team member of the Program that actively manages the land and aquatic resources in the park with an emphasis on the Coldwater Spring Unit. Invasive species are removed and controlled using mechanical and chemical means. Herbicide and pesticide use is documented and reported. Landscapes are restored using best management practices recognizing the appropriate use of native species and addressing park resource management goals. Data is collected to determine existing conditions and analyzed to guide decision-making. Day-to-day field operations are coordinated with an understanding of park resource management objectives, staffing requirements and budget constraints. Incorporates appropriate GIS and GPS technologies in management activities to record outcomes, plan for future projects and communicate to park staff and public management objectives. Motorized vehicles and boats, powered field equipment and hand tools are operated to complete field resource management tasks. On-going field resource management actions and results are recorded and analyzed. Field equipment is properly maintained and operated safely. Data collection equipment is maintained and appropriately used. Field operation reports, data analyses and resource management recommendations are completed to guide management decision-making. Physical Demands The work requires regular physical exertion such as walking or climbing over wet, rough, uneven and/or rocky surfaces; bending, crouching, stooping or reaching to observe, collect and/or record field data; or in some situations the work may require physical exertion to handle wild animals, prepare soil for planting, or operate a boat. Moderately heavy items, such as equipment packs weighing up to 50 pounds, must be lifted and carried on a regular basis. May be required to walk/hike several miles in a day. In other situations, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination. Work Environment The work environment varies from office/laboratory settings to field sites. The work performed in the field involves regular and recurring exposure to extreme weather conditions and terrain, poisonous plants, biting insects and wild animals. The employee is required to use protective clothing such as gowns, coats, boots, goggles, gloves. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Required to participate in the Direct Deposit Electronics Funds Transfer Program. Required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. May be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. A uniform allowance will be provided. Qualifications All qualifications must be met by the closing date of this announcement-07/03/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. CONDITION OF EMPLOYMENT: Motorboat Operation/Instructor Certification Course: Applicant must be able to obtain a Motorboat Operator Certification Course (MOCC) or Motorboat Operator Instructor Certification Course (MOICC) or equivalent after entrance on duty date. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience MUST demonstrated the ability to: Assist with the develop and preparation of natural resource plans, strategies and actions pertaining to the protection and management of natural resources. Assist in executing natural resources and landscape restoration strategies and programs with land managers to achieve broad ecosystem management and prevent adverse human impact. Carry out valid data collection and analysis protocols for the inventorying and monitoring of plant and animal species. Lead field management activities to assure management goals and objectives are being met. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full academic years of graduate education or possess a master's degree directly related to the work of this position in the environmental sciences field such as: biological science, earth science, natural resource management and conservation, ecology, conservation biology, botany, or forestry. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above, that when combined equal at least 100% of the minimum qualification requirement for the GS-09 level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
