Summary This position is located at the Veterans Affairs St. Louis Health Care System (VASTLHCS). VASTLHCS is a two Division (John Cochran and Jefferson Barracks) Healthcare System serving eastern Missouri and western Illinois. This position functions as an Air Conditioning Equipment Mechanic within the Air Conditioning Shop, Facilities Engineering Service, accomplishing trades and labor work. Major duties include, but are not limited to: Maintains, installs and repairs a wide variety of types and sizes of air-conditioning and refrigeration equipment. Tests, repairs, diagnoses, calibrates and replaces solid state/pneumatic thermostats, enthalpy controllers, dual input receiver controllers, economizers, chilled water valves, dampers, motors, and a wide variety of associated Heating, Ventilation, and Air Conditioning and Refrigeration (HVAC-R) hardware from various manufacturers. Performs required repairs and maintenance on equipment using steam, domestic water, chilled water, and compressed air. Completes clean up on equipment and related work area as necessary. Performs preventative maintenance on refrigeration and air conditioning equipment and systems following manufacturers and/or VA recommendations. Cleans, lubricates, adjusts, changes component parts, writes necessary work orders and makes minor repairs as needed. Completes scheduled inspections and documents equipment deficiencies in properly prescribed methods. Performs other related duties as assigned. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is done inside and outside. It is usually dirty, dusty, and greasy. May be required to make repairs and installations outside in adverse weather conditions. Occasionally makes repairs in areas where unpleasant odors are present. Subject to cuts, bruises, scrapes, sprains, and strains from handling tools and installing equipment. Subject to burns from hot components, solder, high voltage, and electrical shock. Required to wear safety clothing and equipment appropriate to the tasks being performed. Education Additional Information VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. See "Next Steps" below, for details. Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
