The position serves as the Chief Financial Officer for the Minnesota Pollution Control Agency (MPCA), providing strategic financial direction toward accomplishing the agency's mission. You will work with MPCA management to align resources to agency priorities. As an active member of the Commissioner's Financial Management Team, you will provide leadership and advice to the Commissioner, Deputy Commissioner and Division Directors on fiscal and budget polices and issues. You will serve as a primary external contact with funders and regulatory agencies to ensure grants acquisition, resource budgeting and reporting are done according to federal, state and legislative rules, regulations and requirements. The position directly supervises the MPCA's internal control unit and provides management direction and oversight to the Financial Assistance and Budgeting Section.

Minimum Qualifications

Three (3) years of managerial experience to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward and manage direct reports and five (5) years of progressively responsible financial management experience which includes development of financial policy, bond management, fund statements, budgets, funding strategies, revenue/cost-forecasting, grants, financial processes and controls and other related functions.

Knowledge of the principles and practices of public financial management and an understanding of state and federal laws, rules, and regulations as they apply to financial services including the legislative process and functions.

Excellent interpersonal and negotiating skills and ability to build constructive relationships with managers, supervisors, employees, customers and peers.

Ability to articulate complex financial matters with clarity and transparency through financial reporting.

Ability to identify, diagnose and independently and collaboratively develop solutions to problems.

Experience educating and communicating with managers and supervisors on complex financial topics and providing accurate information so that operational decisions can be made.

An ability to foster a diverse and inclusive workplace.

Experience leading organization-wide financial planning efforts and establishing process timelines and deliverables.

Possess a valid Driver's license (see additional requirements)

Preferred Qualifications

Experience in the management of federal funds, including grants, cooperative agreements and memoranda of understanding, and in ensuring adherence to pass-through requirements for recipients.

Ability to analyze policy and problems, evaluate alternatives and recommend solutions within a continuous improvement and team environment, as well as the ability to practice systems thinking.

Knowledge of Statewide Integrated Financial Tools (SWIFT), state procurement and contracts regulations and processes, and accounting principles sufficient to perform the job duties effectively.

Ability to effectively lead and manage change and build collaborative relationships and to influence/negotiate positive outcomes with internal and external stakeholders.

Excellent human relation skills to ensure trust and cooperation in the conduct and implementation of projects in order to tactfully and successfully overcome resistance.

Experience developing and presenting an agency budget to the legislature.

This position requires successful completion of the following:

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
