Bureau of Reclamation Human Resources Specialist (Information Systems) in Sacramento, California

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Human Resources Specialist (Information Systems). You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, California This position is not remote. Responsibilities The primary duties of this position are: Applies functional knowledge of civilian human resources operations, specialties, regulations, policies and procedures to manage Human Resources Information Systems (HRIS) and applications. Provides technical advice to Human Resources (HR) managers and staff on HRIS software tools and capabilities to facilitate HR operations and aid in making management decisions. Collects and analyzes data provided from a variety of HR systems. Coordinates with HR staff to ensure timely implementation of new HR systems and/or enhancements to existing HR systems. Provides a variety of training sessions to supervisors, requesting offices, managers, and employees regarding the operation, maintenance, and use of automated systems. Serves as the primary administrator on all HR systems. Maintains users, sets rights/limitations and disseminates information from BOR headquarters on updates/changes to processes. Improves standard operating procedures and user documentation by writing local guidance designed to support user's understanding of enhancements or improvements to HR tools/systems. Resolves problems, answers questions, and provides advice and guidance on complex automation problems with the HR tools and systems. To qualify at the GS-7 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-5 level in federal service having demonstrated experience utilizing Microsoft programs such as Word, Excel, and PowerPoint to prepare reports/forms; organizing work assignments to ensure timely completion; responding to customer inquiries verbally or in writing. These examples are not all-inclusive. You could otherwise qualify on the basis of education having 1 full year of graduate level education or superior academic achievement. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-9 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience utilizing automated systems to accomplish tasks/assist customers; reviewing a variety of personnel actions to ensure regulatory compliance; responding to customer inquiries verbally or in writing. You could otherwise qualify on the basis of education having a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-11 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience utilizing automated systems to provide advice on the use of data and develop informational and statistical reports to support management; reviewing a variety of personnel actions to ensure regulatory compliance; providing a variety of training sessions to supervisors and managers regarding the operation, maintenance, and usage of automated systems. You could otherwise qualify on the basis of education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. You may combine specialized experience and education to meet the minimum qualifications. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society.
