Responsibilities Serves as the State Forestry Program Lead, oversees forestry programs on public lands in California and Nevada Provides expertise on forest health, timber production, forest product sales, salvage, woodland management, and environmental issues through environmental assessments and impact statements. Provide guidance to District offices regarding forestry and vegetation management and sale contracts, review silvicultural plans and sale documents, and administer training. Reviews land use plans for adequacy, compliance with policy, guidelines, and priorities of the Federal Land Policy and Management Act. Serves as a forest management expert, represents the state on the Governor’s Wildfire and Forest Health Task Force, technical teams, and principal advisor to the State Director. Provide recommendations and interpretation of policy, standards, and procedures regarding a variety of forestry programs associated with wildlife, aquatics, range, fire, and vegetation management. Manage the Forest Program budget for both California and Nevada. Includes the Public Domain Forest Health budget, Forest Ecosystem Health and Protection Fund, Timber Trespass fund, and solicits project proposal. Coordinates annual work plans, contracts, and budgeting efforts, enters information into budget tracking systems, tracks accomplishments, and expenditures. Serves as technical expert and liaison with the Small Business Administration (SBA) on timber sale programs. You must possess one (1) full year of specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity as indicated by the following examples. To qualify for the GS-12 you must have at least one year of specialized experience equivalent to the GS-11. Examples of specialized experience may include: Forestry experience that provided the knowledge and skill in applying and administering a range of forestry land management principles, concepts, and practices in several related disciplines such as wildlife, ecology, hydrology, or soil science sufficient to ensure compliance of forest and woodland management objectives. Experience performing as a forester for silviculture, forest, and woodland management programs. Experience in forest management including timber harvest, timber sale contracts and administration. Providing recommendations to annual work plans and program budget. To qualify for the GS-13 you must have at least one year of specialized experience equivalent to the GS-12. Examples of specialized experience may include: Forestry experience that provided the knowledge and skill in applying and administering a range of forestry land management principles, concepts, and practices in several related disciplines such as wildlife, ecology, hydrology, or soil science sufficient to ensure compliance of forest and woodland management objectives. Experience overseeing or performing as a lead forester for silviculture, forest, and woodland management programs. Expertise in timber harvest, timber sale contracts and administration. Developing annual work plans and program budget. Education may not be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Work is primarily sedentary. Some travel may be required to field offices for on-site review of forest product sales, measurements, and harvest operations. Physical efforts and stamina may be required to operate on steep forest terrain. Work Environment: Work is performed in an office setting with occasional field trips. Travel requires that the incumbent drive government vehicles in a variety of weather and terrain. Field visits usually involve strenuous walking and climbing through steep terrain, hazardous footing conditions due to downed trees, logs, brush, or debris. Rain or snowy conditions may compound these hazards. Proper safety precautions required. Education This position has an individual occupational requirement. To be considered applicants must meet one of the below requirements: 1. A degree in forestry or a related subject-matter field that includes a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. OR 2. A combination of education and experience that includes courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown above, plus appropriate experience or additional education.
