Northrop Grumman Defense Systems is seeking a Government Property and Asset Manager 2 . This position will be located in Roy, UT and will support the Sentinel (GBSD) Ground Base Strategic Deterrent program.

What You’ll Get To Do:

  • Administers property control program activities to ensure continual accountability of government, associate contractor, or company property in accordance with applicable government regulations or corporate policy.

  • Maintains property accountability records and determines condition and arranges disposal of surplus or obsolete material or equipment.

  • Contacts potential users and negotiates transfers.

  • Conducts property audits; provides guidance on government regulations pertaining to property accountability; develops, recommends, and implements property administration policy; and prepares periodic and special purpose reports relative to such matters as taxes, rentals and leasing, insurance, facility usage, etc.

  • Provide property management support to Sentinel and ICBM programs and exhibit strong customer relationships with the programs and program managers

  • Ensures assets/material are managed throughout their life cycle.

  • Ensures all current and new asset/management systems and processes are compliant with requirements and regulations (e.g. FAR 245, DFARS 245) and company polices.

  • Works with management teams within the division and sector to develop innovative solutions for complex processes and issues.

  • Advises management of critical project completion dates. Develops and recommends alternative schedules and recovery plans.

  • Attends and provides management support at Division and program meetings and provides updates to business management and other functional organizations as necessary

  • Performs data analysis to mitigate asset business system risk, identify opportunities for improvement and plan for resource requirements.

  • Support customer audits, safety audits, internal contractor self-assessments as required.

  • Provide management support to the property management team in support of the Sentinel and ICBM Sustainment contracts

  • Management oversight of the Subcontractor Control program for the Strategic Deterrent Division

  • Oversee and conduct property surveillance reviews at supplier/subcontractor sites

  • Collaborate with Buyers, Subcontract Administrators, and property custodians to ensure accountability of assets is maintained

  • Assist suppliers/subcontractors in the property management life cycle recovery plans, as needed

  • High level of management interaction with both internal and external customers

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

You’ll Bring These Qualifications:

  • Bachelor’s degree with 6 years of relevant experience; Master's degree with 4 years of relevant experience. Four additional years of Government Property/Asset Management related experience may be substituted in lieu of a degree.

  • At least 1 year leading a project and/or driving performance against schedule

  • Experience working with diverse levels of internal/external customers, i.e., DCMA, Prime Contractors, DoD personnel

  • Experience with asset administration principles, theories and concepts as well as a solid working knowledge of FAR 52.245-1, 45, and DFARS 245.6, 252.245-7003 and other applicable FAR, DFARS, DoD regulations.

  • Must have the ability to obtain and maintain a U.S. Government DoD Secret security clearance, with an ability to obtain and maintain Special Access Program (SAP) approval within a reasonable period of time, as determined by the company to meet its business need

These Qualifications Would be Nice to Have:

  • CPPS, CPPA, CPPM Property Certifications

  • Active DoD U.S. Government Clearance

  • Working knowledge of SAP

  • Possesses strong leadership and communication skills, ability to counsel, coach, develop, and motivate staff of professionals and salary personnel.

Salary Range: $98,500 - $147,700

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
