Department of State - Agency Wide Management and Program Analyst in Rosslyn, Virginia
Summary This position is located in the Operational Support Division, Office of Overseas Protective Operations, International Program Directorate, Bureau of Diplomatic Security (DS/IP/OPO/OSD). You will serve as a Management and Program Analyst with responsibility for providing expert analysis, advice, guidance, and direction in support of OPO’s training program in support of the local guards, surveillance detection, bodyguard and protective service. Responsibilities Plans, organizes, and manages activities promoting effective management of OPO's training program and appropriate use of financial resources. Serves as a subject matter expert in security training program planning, evaluation, and administration. Plans and conducts Program Management Reviews (PMRs), on-site surveys, and evaluations of training being conducted for local guard, bodyguard and surveillance detection programs. Identifies and reports problem areas and assists in corrective action. Assists in drafting/reviewing of policy; program management reviews; Memorandums of Understanding and Agreement; Congressional, Office of Inspector General (OIG); and Government Accountability Office responses regarding the security training program. Serves as Contracting Officers Representative for a multi-year contract that provides security training for local guards, surveillance detection, bodyguard, and protective services in support of facilities and mission personnel at posts worldwide. Reviews and provides information to management on the development of the training program and assignments of instructors. Reviews and provides information on the allocation and utilization of the security training program resources. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying adult learning, training and assessment principles to evaluate performance, improve compliance and devise new approaches to effectively deliver instructional material. Experience administering training programs sufficient to identify and define problems, develop alternatives and generate effective solutions. Experience providing advisory services regarding the acquisition of protective services. There is no substitute of education for specialized experience for the GS-14 position.
