Department of State - Agency Wide Management Analyst in Rosslyn, Virginia

Summary This position is located in the Policy and Programs Division, Office of Counterintelligence (CI) , Domestic Operations Directorate, Bureau of Diplomatic Security. You will serve as the management analyst of the Vetting Unit to provide counterintelligence advice to the Pass Through program, determine employee risk in Critical Human intelligence (HUMINT) threat countries, and oversee personnel security briefings to Department of Sate personnel and other United States Government personnel. Responsibilities Provides oversight to analytical work in the screening, review, evaluation, and adjudication of security clearance cases involving foreign influence or foreign persuasion factors that pose potential national security or counterintelligence risks. Serves as the liaison between the Special Adjudication Assessment Team (SAAT) and Counterintelligence (CI ) in ensuring that all investigative activities are completed. In coordination with Office of Personnel Security and Suitability management, drafts policies, standards, and operating procedures in support of the screening, investigation, review, and adjudication of foreign influence/preference cases. Establishes liaisons with other Federal agencies in the intelligence and law enforcement community and participates in working groups, panels, conferences, and other meetings to exchange information on counterintelligence matters of mutual interest. Performs duties assigned to the Contracting Officers Representative (COR) for contract employees in the Division. Oversees the management of contractors and assures compliance with the terms and conditions of the contract. Requirements Conditions of Employment Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience applying knowledge, principles, and analytical methods to evaluate intelligence information and address counterintelligence concerns in personnel security clearance cases. -Experience using investigative concepts, methods, and practices to coordinate the identification, investigation, assessment, and adjudication of security clearance cases involving substantial counterintelligence risks. -Experience identifying intelligence services practices, targeting histories, and technical capabilities in support of efforts to protect classified information, personnel and facilities. -Experience providing guidance, and preparing policies, reports, and briefings on counterintelligence matters. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
