Overview

Software Development Project Manager (Senior) BlueHalo is seeking theProject Managerto join our Cyber and Intel Division’s Program Success Team as a Senior Software Development Project Manager. This role offers unique opportunities to manage the execution of both contracted engineering and product development.

This team is responsible for project execution leveraging our engineering staff and other expertise from inside and outside the division matrixed into effective and efficient project teams. Our team, located in the Chantilly VA and Rockville MD offices, primarily builds software solutions on cloud architectures for Government Defense and Intelligence customers.

In this role, you will use and grow your expertise in project management, software team leadership, requirements management, process administration, resource planning, and budget management to successfully deliver quality, innovative products and solutions. This is a critical role that contributes to our customer capabilities, our company solutions, and our mission-first culture.

Detailed Overview

The Sr. Software Development Project Manager is a seasoned project manager with proven experience leading agile software development teams and overseeing the many facets of execution and delivery of software and Software as a Service (SaaS) products and solutions. This PM works closely and collaboratively with the product owner in prioritization, planning, and customer engagements. Working daily with the engineering tech leads on the project planning, technical solutioning, work prioritization, and schedule/risk tracking, the PM ensures all phases of the Software Development Lifecycle, to include development, operations, security, quality, delivery, and management processes and practices are defined and executed effectively, while managing the requisite reporting and messaging for the project team.

This role requires a self-motivated, organized individual with excellent communication and leadership skills. While product-focused PM experience is desired, a proven background in leading complex software development projects/teams and strong PM skills are a must. While this role may not have formal direct reports as a staff manager, you will grow your leadership skills and have impact on team culture as the lead of matrixed project teams. Location, Travel, & Work Schedule:

  • You can be local to BlueHalo's offices in either Maryland (Rockville) or Virginia (Chantilly)

  • This can be a hybrid work schedule—you should expect to be in the office at least 50% of the time

  • There will be some work travel, approximately 20% or less

  • Note that this is NOT a 100% remote role. You must be local to either the Rockville or Chantilly office, or willing to relocate

You’d like to do this

• Manage multiple projects by leading the execution of each effort – ultimately accountable for project success • Perform planning, oversight, and reporting of resources, budget, schedule, risk, delivery, technical progress, quality assurance, and operations (where appropriate) • Coordinate staff resourcing and performance feedback with managers • Iteratively improve/adapt the best practices and processes for project execution within specific project teams and the Program Success Team • Collaborate with product owners for vision, prioritization, and customer engagements • Define roles, responsibilities, and adapt practices for each project team for an effective structure and execution • Proactively communicate with internal stakeholders, customers, subcontractors, prime contractors, leadership, and others as appropriate for the project • Generate reports, documents, presentations, spreadsheets, and other deliverables and artifacts ensuring adherence to established policies, processes, and practices • Maintain awareness of relevant industry and technology trends and developments • Identify and escalate risks and issues in a timely and considered manner • Promote BlueHalo’s values internally and externally, maintain collaborative team cohesiveness, and foster an atmosphere of teamwork • Maintain necessary USG security clearances and accesses

You’re required to have this

• You must be a U.S. Citizen • Bachelor’s degree in relevant field or equivalent experience and knowledge; a minimum of 10 years of experience in software development projects and 3+ years in project management • Current TOP SECRET USG clearance, with the ability to upgrade to customer-specific clearance requirements • Outstanding communication skills including speaking, writing, and listening, such that ideas and information are clearly conveyed, and meaning is obtained • Comprehensive knowledge of Agile software development • Proven experience with GitLab and CI/CD best practices • Proficiency with Microsoft suite of software for planning, communicating, writing, presenting, and tracking; extensive use of Excel for financial analysis and reporting • Ability and strong motivation to learn new tools, techniques, and methodologies • Ability to manage all phases of a project to include solutioning, design, technology selection, planning, budgeting, executing, tracking, testing, and delivering production software solutions into operational infrastructure in iterative release cycles • Ability to smoothly handle a variety of situations and problems that may arise – sometimes several at once – and solve them, or work with others involved to come to cooperative solutions, while understanding time and budget constraints • Ability to prioritize, organize, and complete assignments efficiently and accurately, while adapting to shifting or competing work assignments and changes in workload volume • Ability to read and interpret technical specifications and requirements • Experience in business analytics and metrics reporting • Experience evaluating technical, schedule, and financial performance on projects and contracts • Detail-oriented and critical thinking mindset

You might also have this:

• PMP certification or training and experience with Project Management Institute (PMI) methods and tools (PREFERRED) • Project management experience for SaaS products • Extensive experience with Unanet for planning, financial tracking, and analysis • Experience working through ATO processes for software and cloud solutions • Knowledge of the Federal Acquisition Regulations (FAR/DFAR) mandatory flow down clauses and various types of agreements
