Nuclear Regulatory Commission Senior Leadership Development Program Manager (Government Wide) in Rockville, Maryland

Summary This position is located in Office of the Chief Human Capital Officer (OCHCO), Associate Directorate for Human Resources Training and Development (ADHRTD), Learning & Talent Development Branch (LTDB). This position IS not subject to security ownership restriction reporting requirements Responsibilities The successful candidate will perform the full range of Senior Leadership Development Program Manager duties. Such duties include but are not limited to: 1.Manages leadership development and other employee based developmental and support programs such as the NRC’s Ambassador and the agency’s career mentoring programs. Responsible for the oversight, promotion, and marketing of external and internal leadership development programs. Maintains oversight of the NRC’s Coaching program, promotion, marketing, and selection process. Plans and sponsors informational sessions on the various leadership and employee development programs. 2.Advises the Chief Learning Officer (CLO) and other management officials within the Office of Human Resources (HR), the Executive Resources Board, and NRC Office Directors and their staff on leadership training and development programs and professional development programs, and continuing education programs. 3.Evaluates and ensures strategic alignment between agency leadership training and development programs and the Strategic Plan goals, objectives, and strategies. Assesses the implications of changes in missions, management systems, organizational structure, and applicable laws and regulations on education and training requirements. 4.Identifies best or alternate instruction sources from among Government sources, consultants, contractors, and universities. Analyzes course offerings and proposals to determine benefits to the NRC. Processes and facilitates the approval of various MOU’s and Interagency Agreements for leadership development training. 5.Facilitates, coordinates and escorts visitors, when appropriate. Arranges for facilities and equipment, gathers and assembles necessary information or materials, class scheduling, nominating participants, maintaining class rosters and attendance records, and other associated duties necessary for program conduct. 6.Is independently responsible for the Senior Executive Service Candidate Development program budgeting, overall program and project management, managing resolution of policy issues, contracting, and managing interaction with NRC senior managers and staff, contractor performance, and financial accountability and reporting. 7.Selects contractors for providing NRC leadership training. Develops contract provisions, statements of work, and manages multiple contracts. Manages or oversees exceptionally large and complex contracts with external organizations and corporations for implementing and overseeing leadership training and development programs. Directs and authorizes the programs' contractual obligations. Coordinates contractual actions with the Division of Contracts for commercial contracts Describe duties of the position in the bullets above. Background investigation leading to a clearance is required for new hires. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: 1. Knowledge, experience and understanding of adult education and development and extensive program management and organizational skills. Such knowledge should include current training practices, and the ability top manage leadership training and similar adult training programs and the ability to manage leadership training and similar programs. 2. Demonstrated ability to serve as a Contracting Office Representative (COR) including contract administration, award, implementation, and evaluation of performance for professional developmental training programs. 3. Demonstrated ability to communicate effectively and concisely, both orally and in writing to articulate complex issues in simple and clear terms. 4.Conducts or oversees the conduct of the Senior Executive Service Candidate Development Program, external leadership programs, and other leadership and professional development programs that the agency may establish. 5. Manages and oversees a comprehensive, integrated program of courses and development activities covering the OPM Leadership Competencies necessary to provide agency managers and supervisors with these competencies. SPECIALIZED EXPERIENCE is defined as: Experience managing and overseeing a comprehensive integrated program of courses and development activities covering the OPM Leadership Competencies necessary to provide agency managers and supervisors with these competencies. Experience serving as a Level I or Level II (preferred) Contracting Agency Representative (COR) within the last year. Advanced knowledge in program management, facilitation skills, and leadership development training for employees. Exceptional program management skills and ability to interact with and advise senior managers on agency training policy and programs; to interact with senior and mid-level officials of other Government agencies, higher education institutions, and training organizations. Strong interpersonal and communicative skills. Demonstrated ability to work effectively with a wide range of people and express clearly and completely, both orally and in writing, the policy and administrative aspects of agency leadership and professional development programs. The ability to use PowerApps and similar Microsoft 365 software programs to help build out apps, create surveys and streamline and automate a variety of processes for the different leadership programs being managed. Education No education required. Additional Information The duty location of this position is Rockville, MD . In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
