Summary This position is located in the Health Resources and Services Administration, Office of the Administrator, Office of Civil Rights, Diversity and Inclusion. The duty location for this position is in Rockville, MD. Responsibilities * As of 9/13/2024, the closing date has been extended to 9/20/2024.* This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As Program Specialist for HRSA's Office of Civil Rights, Diversity, and Inclusion you develop, implement, and evaluate comprehensive plans and strategies in support of EEO and Diversity and Inclusion policies, problems, and/or issues for HRSA's workforce. Your major duties and responsibilities include the following: Developing recommendations and policies; preparing and issuing procedures and guidelines for implementation of Special Emphasis Program or administrative policies, delegations, and requirements. Coordinating, preparing, and analyzing a wide variety of EEO and diversity and inclusion reports. Analyzing and evaluating Special Emphasis Programs by identifying problems or deficiencies; providing workable solutions and improvement plans to meet established goals and objectives; and providing actionable recommendations for improvement. Planning and carrying out a wide variety of tasks to participate in the planning and execution of major liaison activities in support of an organizational program; and developing and implementing plans designed to enhance relationships with targeted stakeholders. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-11 level include the following types of tasks performed on a regular and recurring basis: Assisting with the planning and execution of an agency's federal EEO or Special Emphasis Programs activities. GS-13: In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-12 level include the following types of tasks performed on a regular and recurring basis: Planning and executing activities in support of an agency's EEO and Special Emphasis Programs, including providing written and oral presentations to management on opportunities to enhance the programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
