Program Coordinator – NIH/NCATS

We are currently seeking a Program Coordinator with the National Center for Advancing Translational Sciences within the National Institutes of Health in Rockville, MD (remote work eligible).

TASKS. The contractor shall:

  • Provides support for various procurement and administrative tasks.

  • Provides support for procurements, entering requests into the POTS system for conference registrations, supplies, equipment, and other acquisitions as needed.

  • Provides calendar management is through Microsoft Outlook, Microsoft Teams, Zoom and other platforms. Meetings include a broad range of stakeholders at all levels within the organization and with external stakeholders from academia, the private sector, and other federal agencies.

  • Acts as point of contact with management and administrative, budget and property management staff.

  • Prepare complex HR IRTA and Visiting Fellow appointment and renewal packages within the Branch. This includes packages for US Citizens and for foreign nationals who are here under a wide variety of visas.

  • Provides guidance to staff on Federal guidelines and procedures.

  • Serve as a resource for staff regarding established policy; keep abreast of new guidance and policies; disseminate information to staff and respond to requests for information regarding status of projects or actions.

  • Develops, maintains and updates documentation, databases and spreadsheets for personnel, budget and travel actions

  • Coordinate travel ranging from simple domestic trips to complex international sponsored travel. If a member of the staff has not been preapproved for the travel, the individual seeks budget approval before making travel arrangements

  • Works with members of the Branch to orchestrate travel arrangements for 50-75 travels annually

  • Point of Contact for completing HR IRTA and VF appointment and renewal packages for trainees within the Branch.

  • This includes packages for US Citizens and for foreign nationals who are here under a wide variety of visas

  • Responsible Onboarding and Off boarding actions for the Branch's staff and other programs in DPI, NCATS

  • Coordinates with management on special projects.

  • Coordinates with NCATS DPI Leadership the management of special projects to streamline administrative processes including updating procedure checklists, managing the annual travel budget planning process and other special projects as needed

  • Researchers and proposes new administrative procedures.

  • Provide guidance to the DPI's Program Support Staff regarding Federal guidelines and procedures, particularly for travel, HR, and acquisitions

  • Provide guidance on organizational and time management skills to other junior program support staff that enable critical tasks to be completed on time or ahead of schedule

  • Coordinate meetings, workshops and courses for staff; schedule conference rooms.

  • Provides support for procurements, entering requests into the POTS system for conference registrations, supplies, equipment, and other acquisitions as needed

  • Provide support with timekeeping duties.

  • Track, record and route manuscripts.

  • Design and coordinate systems for communications among staff to facilitate the efficient flow of information relating to projects and program activities.

  • Maintain branch file systems for correspondence and projects.

  • Note commitments made by executive level during meetings and arrange for staff implementation.

  • Arrange for staff member to represent organization at conferences and meetings, establish appointment priorities, or reschedule or refuse appointments or invitations.

  • Read outgoing correspondence for executive level’s approval and alert writers to any conflict with the file or departure from policies or executive level’s viewpoints; make recommendations to resolve problems that arise.

  • In the executive level’s absence ensure that requests for action or information are relayed to the appropriate staff; decide whether executive level should be notified of important or emergency issues.

  • Summarize the content of incoming materials, specially gathered information or meetings; coordinate the new information with background office sources; draw attention to important parts or conflicts.

  • Compose correspondence requiring some understanding of technical matters within the program.

  • Set up and format spreadsheets to analyze information.

  • Coordinate the preparation of a variety of items such as travel requests, professional service orders, requests for sponsored travel (Form 348), outside activities (Form 520),official duty memoranda, training requests, individual/mass mailings, correspondence, reports and various forms.

  • Gather and analyze information about processes and programs; prepare reports, letters, and other documents for review and input for programs, policies, and activities.

  • Coordinate the printing and conversion of paper documents to electronic files.

  • Develop, maintain and utilize various administrative databases.

  • Compile data and create and maintain PowerPoint presentations for presentation utilizing computer programs.

  • Format and submit summary reports and financials

  • Update/maintain calendars and shared calendars for multiple staff members.

  • Performs administrative tasks such as complex scheduling for the Branch Director and the rest of the Branch’s leadership team

  • Manages scheduling across international organizations in a broad range of time zones

  • Serves as the point of contact for the Branch, working with the senior leadership of the Branch and NCATS Intramural programs, as well as the administrative team at all levels of the organization to execute travel and human resources (HR) packages

  • Works with members of the Branch to orchestrate travel arrangements for 50-75 travels annually

  • Creates efficiencies and provides excellent customer service by researching and proposing new administrative procedures. For example, refining procedure checklists, creating more efficient workflows, and identifying and removing roadblocks that slow completion of essential tasks.

  • The individual is proficient with MS Office products including Word, Excel, PowerPoint, Teams, and other MS apps

  • Coordinate travel ranging from simple domestic trips to complex international sponsored travel. If a member of the staff has not been preapproved for the travel, the individual seeks budget approval before making travel arrangements

REQUIREMENTS. The contractor must have:

  • Bachelor’s degree in General Business or a related discipline

  • Minimum of six (6) years of related experience.

  • Previous experience working with the NIH.

  • Strong communications skills, both oral and written

  • Strong demonstrated experiences of the following: Human Resources Packages, Time management and organizational skills, Meeting coordination, Travel planning, Expense reconciliation, project management/planning, timekeeping, fellowship programmanagement, Meeting minutes/summary reports, Executive level support
