Summary About the Position: Serves as a senior HR Specialist within the East Bravo Staffing Service Center, Delegated Examining Branch, advising on and/or resolving a full range of operational problems which range from recurring through complex and unprecedented staffing and recruitment functions. Responsibilities Develops long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals. Advises management on recruitment strategies, sources, special programs, recruitment, relocation and retention incentive programs. Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria in support of recruitment and placement processes. Conducts briefings and/or informational sessions for managers or the workforce on human resource related topics to foster understanding and acceptance of new and/or revised HR regulations, policies and practices. Specialized Experience: One year of specialized experience which includes providing integrated civilian human resources advisory services on recruitment and placement; researching and interpreting civilian human resources laws, regulations, policies, and practices in recruitment and other personnel actions; advising management on recruitment and placement strategies; and utilizing automated human resources systems to recruit applicants and process personnel actions and to query, retrieve, evaluate and/or analyze data to recommend solutions to civilian personnel problems or issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Delegated Examining (DEU) certification is preferred. You will be evaluated on the basis of your level of competency in the following areas: HR Information Systems Application Staffing and Recruiting Teaching Others Technical Competence Technical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
