Federal Aviation Administration Supervisory Aviation Safety Inspector in Rochester, New York

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The Supervisory Aviation Safety Inspector will manage a Flight Standards organization. Responsibilities The position reports to the applicable manager & will execute the Agency's aviation safety mission, communicate & build change coalitions. The manager is responsible for aviation safety activities in a complex & dynamic air carrier &/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, & Cabin Safety. Applies an advanced knowledge of the technical aspects of the work directed & ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards & management of risk. Manages & sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, & pride for organizational performance to next level managers (e.g., assistant managers, front line managers, supervisory principle inspector, as applicable). Ensures effective managerial work & work quality across all units & cross-organizational relationships while maintaining unit & individual well-being. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, & scheduling of work. Also responsible for time & attendance, leave approval, performance evaluation, corrective & disciplinary actions, & the setting of the front line office goals & objectives. Supports effective problem solving by ensuring subordinates are accountable to address challenges & barriers, & are clear about roles & responsibilities for decision-making. Confirms active collaboration occurs beyond the office/branch & that solutions fully consider & represent all relevant perspectives/interests. Delegates work & empowers subordinates to decentralize decision-making. Confirms subordinates take on expected work & produce intended results with minimal intervention. Ensure subordinates communicate progress & barriers, & coordinate decisions across organizational boundaries as appropriate. Applies an advanced knowledge of budget, human resource, & other administrative policies & procedures, & an advanced understanding of the objectives of the major subdivision. Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame & budget. Adjusts resourcing plans as needed to meet changing work conditions. Hold other managers accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, & organizes assigned budget, staff & other resources to accomplish objectives for more than one organizational unit or team. Manages budget & reallocates resources among organizational units/projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term & long-term future needs & justifying resource requirements. Is accountable of all assigned office equipment. Work is typically governed by established policies, procedures, & organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Holds subordinate managers accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team & organizational effectiveness. Set & maintain expectations for integrating stakeholder feedback into services provided. The work activities typically impact directly on project/program objectives for more than one organizational unit & for the major subdivision. The work affects internal & external customers. Qualifications General Requirements for All Positions: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements: Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); Have the ability to hear the conversational voice (hearing aid permitted); and Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of the aircraft must: Possess a valid second – class medical certificate in accordance with FAA regulations; and Pass recurrent medical examinations as prescribed by the FAA. Specialized experience is: Experience monitoring and evaluating programs for compliance with regulations and standards related to aviation safety. Experience with the federal laws, regulations, and policies affecting aviation safety and the work directed. Experience applying the highest level of safety compliance with regulatory standards which includes the identification of hazards and management of risk.
