The Program Manager directs all phases of programs from inception through completion. Drives program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs. Assumes responsibility for the cost, schedule, and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, Statement of Work, specifications, operating budgets, and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops strategic roadmaps that align with the customer roadmaps to expand the business. Directs the work of employees assigned to the program from technical and administrative areas. Leads competitive and sole source pursuits and proposals. This position will be supporting the Exquisite Imaging Systems Business Area in the Space Systems Sector.

Essential Functions:

• Responsible for managing and driving key performance indicators of cost, schedule, and technical performance requirements of complex technical programs through the life-cycle phases of development, implementation, and operations to meet and exceed revenue and profit objectives• Maintain an integrated master schedule, manage development and test to a technical baseline, and maintain an active and proactive risk management program• Manage program, to potentially include determination of investment needs such as CapEx/IRADs and proposals of at least $20M/year, delivering performance measured against cost and schedule indicators• Operate in a highly dynamic, fast-paced environment to align future program roadmap with customer direction• Work with customers and stakeholder community to determine needs, requirements, and new business opportunities as well as direct the preparation of proposals, business plans, proposal work statements, and specifications to meet those needs• Drive program strategy and growth plans• Support capture management efforts of additional scope and support technology roadmap and investment plans• Responsible for budget management and financial execution of program• Ensure program is executing within compliance with specifications, performance requirements, schedules, cost commitments, and internal policies and procedures• Drive continuous improvements in operations performance to improve customer satisfaction, reduce project schedule, lower costs, and increase quality• Active communication with key stakeholders (internal and external, including customers and vendors)• Display active leadership engagement• Establish accepting culture and strong team engagement and rapport• Proactive communication with team, direct reports (if applicable) and leadership• Ability to communicate across levels of organization, including creation and presentation of briefings to executive leaders• Implement strategic goals in alignment with Business Area/Division roadmap• Define long-term business strategy to expand upon current efforts• Provide leadership in the creation and maintenance of robust Customer and Subcontractor relationships Partners with Business Development, Sales, and Marketing functions to nurture productive relations, collect the appropriate market and customer intelligence, and formulate strategies in pursuit, sales, and marketing campaigns• Fully understand customer mission gaps, constraints, and objectives• Responsible for driving high levels of engagement on the program to ensure quality deliverables, efficient execution and retention of key personnel

Qualifications:

• Bachelor’s Degree and a minimum of 12 years of prior relevant experience; Or, Graduate Degree and a minimum of 10 years of prior related experience; Or, in lieu of a degree, a minimum of 16 years of prior related experience• Proficiency in building and managing technical development teams• Experience managing subcontractors• Ability to manage and analyze budgets and cost controls on a cost-plus and fixed-price program• experience briefing senior leaders and customers• Proposal management experience• Risk management experience• Ability to manage and analyze budgets and cost controls

Preferred Additional Skills:

• Knowledge of ground processing products, software, and technology; engineering or science background• Experience managing software development efforts• Experience with customers within the Intelligence Community or Department of Defense• Strategic thinker with capacity to manage business complexity and to identify and focus on top priorities• EVMS expertise• Exemplary planning and time management skills• PMP Certification• Strong interpersonal, leadership, and collaboration skills• Strong written and oral communication skills

In compliance with pay transparency requirements, the salary range for this role is $128,000-$238,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
