JOB SUMMARY:

The Occupational Health Specialist supports the daily management and compliance of employee health services. This role involves coordinating drug and alcohol screening processes in alignment with the organization's Drug & Alcohol program. The specialist is also responsible for scheduling appointments, and ensuring the timely collection and maintenance of 19A documentation from employees as required by the NYS 19-A Vehicle and Traffic Law and RGRTA policy. This position collaborates closely with contracted occupational health service providers to ensure smooth and compliant operations for the Authority.

HOURLY RATE: $21.63/hr. - $25.00/hr. (depending on experience)

    ESSENTIAL FUNCTIONS:

    Compliance Management:

    • Ensure adherence to the RGRTA Drug & Alcohol Policy and other regulatory requirements.

    • Administer random and follow-up drug and alcohol testing as mandated by RTS Drug and Alcohol policy and DOT/FTA regulations, including necessary travel to regional locations.

    • Maintain and update training certifications and records for the Drug and Alcohol Program, covering both internal and external (contracted) staff.

    Medical Services Coordination:

    • Schedule and coordinate medical services for employees in safety-sensitive positions, including return-to-work physicals and 19A examinations, in collaboration with contracted occupational health providers.

    • Collect, verify, and manage 19A documentation, HIPAA release forms, and employee medical records as required by the 19A Medical Examiner, RGRTA policy, and 19A regulations.

    • Organize and maintain all 19-A files, ensuring accuracy and compliance with deadlines.

    • Communicate with required departments and/or supervisors the change of status of a safety-sensitive employee, including the removal and returned to service status.

    Employee Support:

    • Collaborate with the Leave Administrator to secure and process FMLA, Disability, and Workers' Compensation information and claims.

    • Provide guidance and support to employees and supervisors regarding FMLA, NYS Disability, other leaves of absence, and health and safety compliance matters.

    Administrative Duties:

    • Perform general office duties, including answering phones, filing, and managing supply inventory.

    • Enter and maintain data from drug and alcohol test results for Management Information System (MIS) reporting.

    • Uphold the highest level of confidentiality in handling sensitive employee health information.

    ADDITIONAL RESPONSIBILITIES:

    • Other duties as assigned.

    EDUCATION & EXPERIENCE:

    •Associates degree preferred in Business Administration, Human Resources, Medical field or related field, and at least 5 years of experience working in a medical or administrative office.

    • Excellent organizational skills, attention to detail, and the ability to manage multiple tasks and deadlines.

    • Strong interpersonal and communication skills, with the ability to work effectively with employees at all levels of the organization.

    • Minimum of a valid D Driver's License required to travel regionally as required. (No overnight travel required.)

    • Drug Collection and Breath Alcohol Technician certification is highly preferred.

    • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above.

    KNOWLEDGE, SKILLS & ABILITIES:

    • Professional verbal and written communication skills.

    • Ability to create and manage reports and company correspondence.

    • Understanding and knowledge of 49 CFR Part 40 and Part 655, and Article 19-A preferred.

    • Ability to maintain a high level of confidentiality and act with discretion.

    • Ability to manage multiple calendars, including own schedule while factoring in varying tasks that need to be completed.

    • Ability to make sound decisions in time-sensitive situations.

    • Must have strong computer skills, including proficient knowledge of MS Outlook, MS Word, MS Excel, and RGRTA-specific software programs.

    • Superior customer service skills: strong interpersonal skills and ability to communicate with all employees and supervisors in a professional and tactful manner.

    • Excellent time management and prioritization skills with the ability to multitask and manage multiple tasks under pressure.

    • Strong organizational skills and attention to detail.

    • Ability to work independently and within a team.

    • Self-motivated; self-directed; ability to work with minimal supervision.

    WORK LOCATION:

    • 1372 E. Main St. will be the primary work location.

    • Occasional travel to the surrounding counties will be required to conduct drug and alcohol testing.

    •This position isnoteligible to participate in hybrid work given the employee facing requirements.
