General Description

This is a position responsible for a variety of supervisory and administrative tasks related to community center based programs. Employees in this class supervise staff, programs, and activities associated with a one or more community centers. Employees of this class work independently, under general supervision. The Community Center Manager exercises both direct and indirect supervision over assigned staff. Related work is performed as required and directed.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

  • Schedules employees to ensure necessary coverage for all hours and days of operation;

  • Supervises staff and suppliers of contracted services;

  • Administers emergency first aid and CPR when necessary;

  • Ensures compliance with a variety of City and departmental policies and procedures, such as child abuse and cash handling;

  • Ensures that facilities are safe and well maintained and are in compliance with all City and Bureau safety policies;

  • Ensures that participant code of conduct is understood and adhered to by all persons at the community center;

  • Leads staff meetings, presents information, and suggests program changes and additions;

  • Evaluates staff performance using formal and informal performance evaluation processes to insure that effective performance levels are maintained;

  • Ensures employees assigned to the Community Center are adhering to their respective Standards of Conduct and/or Collective Bargaining Agreement and if necessary initiates appropriate counseling and/or disciplinary actions;

  • Plans center programs and activities, based on strengths, weaknesses, opportunities, threats, and youth development infusion, with input from the community, staff, participants, and management;

  • Addresses complaints from participants, parents/guardians, neighbors, tenants, in person, by phone or in writing, in order to resolve concerns, sometimes preparing correspondence on behalf of City officials;

  • Prepares and/or reviews incident/accident reports;

  • Interviews individuals, reviews qualifications and recommends applicants for hire;

  • Attends neighborhood meetings and interacts with community members;

  • Evaluates programs on an on-going basis by observing sessions, talking to participants and staff, monitoring participation and conducting surveys to determine future programming;

  • Prepares center’s annual budget proposal along with management staff;

  • Mediates disputes among participants, parents/guardians, neighbors, service providers, staff, by talking to all involved to determine a satisfactory resolution to the situation;

  • Identifies challenges, opportunities, new programs, through meetings with tenants, neighborhood representatives, participants, staff;

  • Attends training sessions to remain current in youth development methods and research, first aid, and other necessary skills;

  • Recruits youth and adult recreation participants through a variety of means including neighborhood outreach and collaborations with other agencies;

  • Monitors contracted services to ensure that all contract terms are met;

  • Evaluates program effectiveness and customer satisfaction;

  • Develops and implements systems to ensure that centers are welcoming and well maintained per bureau standards;

  • Monitors staff development;

  • Conducts both group and individual meetings with center staff;

  • Recommends hiring, promotion, transfer, discipline, and termination of staff,

  • Recommends training sessions and professional development opportunities to staff to remain current in program areas;

  • Provides a monthly facility/grounds maintenance report and follows up on orders

  • Completes forms and provides item specifications for purchases needed at community Center.

Minimum Qualifications

High school diploma or G.E.D. PLUS either I, or II,

I. Bachelor's degree in Management, Education or related fields; AND one (1) year of experience as a facility director, supervising staff and developing and administering a variety programs for the community;

OR

II. Seven (7) years of experience as a facility director, supervising staff and developing and administering a variety of leisure programs for the community;

SPECIAL REQUIREMENTS:

Possession of American Red Cross standard first aid and CPR certification or equivalent at time of appointment and on a continuous basis throughout their incumbency.

New York State Class D Driver's License at time of appointment. This licensure must be maintained throughout employment in this job.

Possession and maintenance of a Van Certification issued by the Department of Recreation & Youth Services.
