GENERAL PURPOSE:

Directs a variety of financial activities, including accounting, financial analysis, audit, tax, credit and collections for the Cardiology Division. Develops and evaluates financial plans and policies. Establishes and maintains accounting, financial, and reporting policies and controls. Provides leadership to staff. Has accountability for the performance and results of administrative team. Develops Division plans, including business, production, operational and/or organizational priorities. Controls resources and policy formation in area of responsibility. Provides input to functional or departmental/divisional strategy.

RESPONSIBILITIES:

Operating and Capital Budgets:

  • Oversees, develops, and monitors Operating and Capital Budgets for the Cardiology Division, including SMH, URMFG, and SMD FAOs and representing over 500 faculty and staff. Coordinates completion of the Medicine Cardiology Provider File, comprised of over 70 faculty and over 100 APPs, communicating with clinical leadership as needed. Provides ongoing monitoring of budget variances, explaining revenue and expense variances and corrective actions as required.

  • Develops Business Improvement Plans (BIPs) for a wide spectrum of new Cardiology Division initiatives, coordinating review by SMH, URMFG, and SMD Finance representatives prior to JOC presentation.

Faculty Compensation:

  • Performs ongoing analysis of Cardiology faculty compensation, utilizing nationally recognized compensation and productivity benchmarks, and data representing local market conditions.

  • Determines faculty salary allocations across FAOs ensuring accurate alignment of effort within budget resources. Implement adjustments to allocations as needed.

  • Calculates biannual clinical incentive distributions by individual faculty utilizing Tableau RVU data and other relevant sources of metrics. Ensure timely processing of extra compensation payments to faculty according to Faculty Compensation Plan.

  • Completes and updates annual ECG benchmarking toolkit for faculty; identify and advise Division Chief of faculty falling outside of alignment parameters. Revise Division Faculty Compensation Plan annually.

Faculty Recruiting:

  • Develops Faculty Recruitment Forms and offer letters in consultation with Cardiology Division Chief and Dept. of Medicine liaisons.

  • Communicates with Office of Legal Affairs and URMFG Administration to ensure compliance with all University and Federal compliance and regulatory requirements.

  • Communicates with faculty candidates to resolve and clarify offer letter terms and questions.

  • Works with UR International Services Office and outside contracted specialty counselors to address Visa/immigration issues and requirements for faculty candidates.

Contracting and Agreements:

  • Oversees development of Physician Services Agreements, License Agreements, Employee Lease Agreements, and other written agreements for the provision of clinical services, space rental, and services provided by staff to UR affiliates and outside business entities.

  • Works closely with URMFG Director of Regional Contracting to ensure compliance with Fair Market Value (FMV) and all University and federal regulatory requirements.

  • Advises Cardiology Division administrators, Chief, and faculty regarding legal requirements and serves as contact resource for the development of agreements.

Compliance/Audits:

  • Oversees and provides ongoing monitoring to ensure Division compliance with all policies and regulations related to financial, billing, and contracting activities.

  • Serves as Division resource to advise Chief, faculty, and staff of compliance requirements.

  • Works with Office of University Audit (OUA) to complete all routine and non-routine audit initiatives, addressing all policy and data requests as appropriate. Implement and monitor recommendations of OUA resulting from audits.

General Administration:

  • Completes a wide variety of surveys, data requests, and information requirements for the Cardiology Division from internal and external agencies and sources as appropriate. Utilize a spectrum of resources and experts to address these requests as deemed appropriate. Reviews research grant application budgets using IORA online system, serving as financial signatory for the Cardiology Division.

QUALIFICATIONS:

  • Bachelor’s degree in Finance, Business Administration, Health Care Administration or related area required.

  • Master’s Degree in health care related area preferred.

  • Minimum 7 years of experience directing financial and accounting activities in a health care setting; experience in an academic medical setting a plus.

  • Knowledge of financial reporting and management accounting, including facility with Excel and database systems. Knowledge of physician compensation and key components of medical billing and provider productivity assessment required.

Pay Range

Pay Range: $107,224 - $160,846 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
