Veterans Benefits Administration Management Analyst in Roanoke, Virginia

Summary The incumbent is assigned to the Veterans Service Center and reports to the Veterans Service Center Manager and the Assistant Veterans Service Center Managers. The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work. Responsibilities Major duties include but are not limited to: Plan, organize and conduct operational analysis studies of VBA Regional Offices to determine strengths, weaknesses and best practices. Coordinate the implementation of VBA initiatives established to enhance the level of service(s) provided to Veterans. Review and evaluate planned management goals and objectives of VBA Regional Offices; provide consultation in the development of achievable performance measures that also assure the quality and consistency of a benefit delivery systems. Provide major input in the development or revision to VBA policies, standard operating procedures, or other administrative directives related to Regional Office operational effectiveness. Serve as a liaison with VBA program officials in order to facilitate the development of strategic plans and USB directed projects. Perform other related duties as assigned. Specific to the GS-11 level The incumbent will serve in a developmental capacity that provides the knowledge, skills and abilities needed to perform the full range of duties as described in the target position description (shown above). The incumbent of this position performs developing assignments acquired from the full performance level. The knowledge, skills, and abilities are attained through the satisfactory performance of increasingly more difficult assignments that are essentially the same in nature at the full performance level. Assignments are limited in scope and depth at this level. As overall knowledge is gained progressively more reliance will be placed on the incumbent until full responsibility of assignments are assumed. During this period, the incumbent will operate under close supervision and guidance, with less complex assignments. Upon satisfactory completion of all statutory requirements and contingent upon the recommendation of the supervisor, the incumbent may be promoted to the GS-12. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. SF-50: If you are seeking a reassignment/change to lower grade, you must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position. To support your claim of time in grade, you must submit your most recent appointment, promotion, within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying, analyzing, and interpreting laws, rules, regulations, standards, and policies; Conducting thorough analyses of numerous functions and work processes; Developing project plans, carrying out each phase of the project, making suggestions, and settling any issues regarding the solutions; Compiles resource data from multiple financial management reports and independently completes duties concerning budget execution, tracking the allocation of funds, and redistributing organizational funding as needed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 - 1 year of Specialized experience equivalent to the GS-9 level. Education Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Specialized experience includes knowledge of qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. The duties and responsibilities of this position are at one level below, Management Analyst, GS-343-12, and in a training status. GS-12 - 1 year of Specialized experience equivalent to the GS-11 level. There is no education substitution at this grade level. Specialized experience includes basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Specialized experience also includes skill in applying communication techniques sufficient to present plans and proposals convincingly. Additional Information Work Schedule: Standard 5-day, 8-hour, full time (40 hours a week) schedule; Monday - Friday. Hours may vary to effectively carry out the mission.; Title/PD#: Management Analyst, GS-343-11/12; PD#40201-0 and 40202-0 Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
