Job Description:
Parsons is looking for an amazingly talented Project Controls Director to join our team!
What You’ll Be Doing
Lead the project controls function, ensuring alignment with client objectives, contract terms, and corporate policies.
Manage projects up to SAR 10 billion, guiding project teams through planning, scheduling, and budget management.
Provide expert leadership in key areas including cost control, claims management, delay analysis, risk management, and performance measurement, ensuring efficient delivery of all project phases.
Integrate Building Information Modeling (BIM) and other digital tools for design and construction progress measurement, ensuring real-time updates and accurate forecasting
Act as the primary project controls interface with clients and external stakeholders, ensuring transparent communication and timely resolution of project issues
Negotiate scope changes and claims with the client to maintain program objectives and manage financial and schedule impacts.
Proactively manage client expectations, ensuring satisfaction and fostering long-term relationships for future opportunities.
Oversee the development and maintenance of the program master schedule, incorporating BIM and other digital tools for enhanced tracking and progress reporting.
Lead the project controls team in managing all aspects of scheduling, risk assessment, and mitigation strategies.
Ensure timely preparation of Extension of Time (EOT) claims, delay analyses, and other contractual deliverables related to time and cost impact.
Implement robust risk and opportunity management processes to minimize potential disruptions and capitalize on opportunities for project optimization.
Direct all cost control activities, including budgeting, forecasting, and reporting, ensuring that the program remains within approved financial parameters.
Apply Earned Value Management (EVM) techniques to measure project performance and drive proactive decision-making.
Identify cost-saving opportunities through value engineering and resource optimization strategies, ensuring alignment with sustainability and efficiency goals.
Champion the use of modern Project Management Information Systems (PMIS) and data analytics to enhance project visibility, streamline reporting, and support real-time decision-making.
Implement progress measurement systems leveraging BIM and other digital platforms to ensure accurate tracking of both design and construction progress, reducing risks of schedule slippage.
Lead process improvement initiatives across project controls functions, promoting best practices and continuous improvement aligned with industry advancements.
Assign responsibilities within the project controls team based on individual qualifications and program needs, providing leadership and mentorship to develop staff capabilities.
Conduct performance reviews, ensure development of career progression plans, and foster a collaborative and high-performance culture within the team.
Promote technical excellence and innovation within the project controls team, ensuring all deliverables meet or exceed program objectives.
Monitor and report on key performance indicators (KPIs), providing executive-level reports on cost, schedule, and risk status to internal and external stakeholders.
Develop and maintain effective project controls tools and systems to enable real-time visibility into program performance and facilitate decision-making at all levels.
Analyze and report schedule progress, deviations, and forecasted risks, utilizing data from BIM and scheduling tools to ensure program transparency and timely interventions.
What Required Skills You’ll Bring
Bachelor's or higher degree in Engineering, Construction Management, or related field.
Minimum of 20 years of related work experience, including extensive experience in managing large, complex programs. Prior senior leadership in project controls is essential.
Professional certifications in Project Management (e.g., PMP, PMI-SP, CCP) are strongly preferred.
Expertise in BIM, PMIS, and digital tools for progress measurement and reporting.
Proven ability in risk management, schedule management, and claims preparation.
Excellent communication, leadership, and negotiation skills.
Strong analytical and problem-solving capabilities.
Experience with Primavera P6, MS Project, and other scheduling and cost control software.
