Summary This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities As a LIAISON OFFICER at the NH-0301-4 some of your typical work assignments may include: Serves as a Missile Defense Agency (MDA) Liaison Officer for a designated country responsible for facilitating communications between country and the Terminal High Altitude Area Defense (THAAD) System Program Offices and the MDA Directorate for International Affairs. Serves as the MDA trusted agent and conduit to the foreign purchaser to facilitate communication vital to MDA in support of Foreign Military Sales (FMS) case requirements. Promotes a closer MDA working relationship with the country's FMS THAAD personnel to ensure MDA strategies align with the country's engagement strategies. Assesses potential country reaction to actions under consideration by the THAAD PM. Coordinates and executes all aspects of FMS THAAD visits to the country. Serves as the MDA liaison with the foreign purchaser. Works issues and responses to requests for information, carrying out daily coordination, and arranging and preparing for meetings, and visits. Communicates the US and the country position on issues of interest. Establishes and maintains close personnel working relationships with all appropriate THAAD offices within the assigned country and the country Security Cooperation Officers. Keeps the FMS THADD Program Manager apprised of events in the assigned country concentrating on those issues affecting the THAAD Program and advises the FMS THAAD Program Manager on all matters pertaining to relationships and interactions between all interested organizations and parties. Reviews and analyzes THAAD security assistance programs, plans, and current issues to determine specific areas and actions of a type and nature that will result in the best interest of MDA. Attends meetings and conferences, and maintains continuing coordination with MDA on matters of interest. Represents the FMS THAAD Program Manager in all types of interactions involving significant or controversial issues. Plans and recommends control methods to be used, which will ensure management practices are implemented. Determines the kind of information needed, its source, and the methods of obtaining to show whether program objectives are accomplished in a timely and effective manner. Effects the greatest possible economy in the use of funds made available within the system to avoid unauthorized, excessive, or intemperate use. Maintains constant liaison with appropriate organizations related to program problems and requirements by means of telephone, personal contacts, and meetings to assure resolution of problems. Analyzes program status, as required, with the objective of identifying potential problems before they become critical. Investigates system related problem areas, bottlenecks, conflicts to develop cause, effect, solution, or alternative approaches to recommend corrective action to responsible person. Recommends broad guidelines for establishment and maintenance of desired relationships between MDA and the country operating elements. Provides guidance and assistance to mission organizations for expediting appropriate actions, assessing impact of program changes, and incorporating program changes as necessary to fulfill program requirements. Participates in program management reviews, as required encompassing any or all aspects of Program Planning and execution, financial management, logistics, procurement, technical requirements, program trade-offs and other broad technical and program management issues. Utilizes a broad knowledge of MDA support programs and activities. Compiles data and charts as necessary for program status briefings. Provides inputs for master schedules and plans developed for the orderly phasing of all required actions to install, maintain, and operate in-country the THAAD weapon system. Exercises program control of government agencies and contractors in the accomplishment of assigned program responsibilities, making necessary adjustments, modifications, and revisions in assigned program areas to meet current and long-range objectives. Establishes priorities and furnishes advice and assistance, as required, to resolve problems and assure continuity and integration of all program elements. Provides guidance on new and revised policies, schedules, and other changes in program objectives. Requirements Conditions of Employment Qualifications You may qualify at NH-04 if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with complex weapon systems and their components to be able to respond to customer requirements. Experience with total package fielding concepts related to foreign military sales (FMS) in order to provide input for master schedules and plans; make necessary modifications to meet current and long-range objectives; establish priorities, and provide advice on policies, schedules, and other changes in program objectives. Experience with FMS case budget, funding restrictions, time requirements for additional funds and tracking of available funds to ensure program objectives are accomplished in a timely and effective manner. INFORMATION FOR OVERSEAS: Overseas tour of duty for is projected to be: 36 months. - Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012. - Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. - Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. - Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. - Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area. - May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. - Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement. Most civilian permanent change of station travel entitlements are taxable.
