Job Description:
Parsons – Commercial are seeking an experienced and MRICS qualified Commercial Manager to join our team for a multi-billion dollar building and infrastructure project. The successful candidate will be responsible for providing comprehensive pre and post-contract commercial management services to ensure the project's financial viability and compliance with all contractual obligations.
Key Responsibilities:
Pre-Contract Management :
Preparation of Business Cases for new items of Work.
Collaborate with project stakeholders to develop and implement procurement strategies.
Processing of all Budget Transfer (CRA) documentation and ensuring its approval.
Preparation and administration of Purchase Requisition (PR) documentation.
Prepare and manage tender documentation, including pricing schedules and contract terms.
Assist in the review of Financial Proposal Tender Returns.
Negotiate contract terms and conditions to optimize project outcomes.
Ensures that any Letter of Award is issued to unsuccessful bidders by SBF Procurement.
Ensures that any letter of regret letter is issued to unsuccessful bidders by SBF Procurement.
Post-Contract Management :
Conducts Contract Handover Meeting with Procurement, producing Minutes of Meeting.
Ensures that all Performance Bonds and Advance Payments Bonds are received by Procurement and in place for any awarded Contract.
Ensures the Notice to Proceed is issued in accordance with the Contract.
Issue letter to Contractor/Consultant confirming name of Client Representative.
Review and approve any Subcontractors or Subconsultants in accordance with the Contract.
Monitor and report on project costs, budgets, and financial forecasts throughout the project lifecycle.
Manage contractual relationships with contractors and suppliers, ensuring compliance with terms and conditions.
Identify and assess risks associated with project execution & recommend mitigation strategies.
Handle variations, claims, and disputes in collaboration with project teams.
Provide regular updates to senior management on commercial performance and key issues.
Ensure that all monies due are confirmed by the Contractor Consultant via regular monthly Interim Payment Applications (IPA). Where no IPA is issued obtain confirmation in writing from the Contractor or Consultant that no monies are due.
Ensure that all monies due are confirmed by the Contractor Consultant via regular monthly Interim Payment Applications (IPA) and assessed and confirmed via Interim Payment Certificates (IPC’s).
Ensure that all Contractors or Suppliers are set up on the Oracle Finance System and that their invoices are submitted and paid in accordance with the agreed timescales.
Ensure that any Notices are issued in the case of any delay by the Contractor or Consultant and that the Penalties that may become due are deducted from monies due in accordance with the Contract.
Perform all tasks necessary to close out contracts and update the Contracts register once Final Discharge Notice has been signed.
Ensure any retention monies are released to the Contractor or Consultant.
Advise Treasury when any Bonds or Securities can be released. Confirm in writing to the Contractor or Consultant that any Bonds or Securities have been released in accordance with the Contract after first confirming the same with SBF Treasury.
Stakeholder Engagement:
Liaise with any internal teams, including project management and finance to ensure alignment on commercial objectives.
Foster positive relationships with external stakeholders, including clients, contractors, and any regulatory bodies.
Preferred Qualifications :
Undergraduate Degree in Quantity Surveying from a recognized University
Post Graduate Masters Degree in Construction Law
MRICS (Member of the Royal Institution of Chartered Surveyors) qualification is essential.
Required Experience
Proven experience in commercial management, particularly on large-scale infrastructure projects with specific examples of projects.
Strong understanding of construction contracts, commercial law, and risk management principles with demonstrable examples.
Demonstrable knowledge of KSA Government Tenders and Procurement Law.

Mandatory Regular Deliverables
Weekly Action Plan for assigned WBS Codes and Actions in accordance.
Attendance at Weekly one-to-one with Contracts Management SVP to review Action Plan.
Regular commercial meetings with Contractors/Consultants to ensure that all Commercial Management Actions are proactively managed in line with the established Plans & Procedures.
Monthly Cashflow Reporting.
Monthly Updating of the Contracts Register for inclusion in the Monthly Report.
Ensuring that required Correspondence Management is completed all letters responded to within 14 days and all required correspondence issued on time to ensure compliance with Contract.
Ensure that any Bonds or Securities are in place and valid as required under the Contract and that the Contracts Management SVP and Treasury are notified of any extensions required no less than one month before their expiry.
Ensure that any Insurances required are in place for the amount required under the Contract. Write to the Contractor three months prior to the expiry of any policies and ensure the policies are in place to allow payment.
Ensure that the Bonds and Securities database is up to date and correct.
