JMT is seeking a motivated individual who desires increasing responsibilities in designing, managing, and marketing Water Resources Engineering for a variety of clients and project types. The successful candidate will be well-versed across the water resources discipline with demonstrated project management experience in MS4 Program Plans, TMDL Action Plans and Implementation, Erosion and Sediment Control (ESC) and Stormwater Pollution Prevention Plan (SWPPP) Inspections, MS4 outfall inventory and IDDE, BMP inspections, and MS4 compliance. In addition, experience with drainage and stormwater management design, and permitting are preferable.
This position will help grow the water resources discipline as part of a multi-discipline engineering office. Successful candidates will be expected to effectively oversee, perform, and manage a variety of MS4 projects. There is a significant need for a candidate that understands the existing Virginia stormwater regulations, has experience on stormwater and drainage design for Virginia projects, and can assist local municipalities with MS4 permit compliance and reach their TMDL goals.
Responsible for engineering design using knowledge of general engineering principles and practices to interpret, organize, execute, and coordinate assignments with limited supervision. Acts as a technical mentor to less experienced engineers. U.S. Residency Required.
Essential Functions and Responsibilities
Develop and Update MS4 Program Plans and the Minimum Control Measures required for MS4 Permit compliance
Develop TMDL Action Pans and TMDL Implementation/BMP design
Conduct ESC and SWPPP Compliance Inspections on construction projects
Conduct MS4 outfall inventory and IDDE
Conduct BMP inspections
Develop stormwater management design in accordance with client specifications and guidelines, using design software and drawing tools
Responsible for stormwater management, erosion and sedimentation control / NPDES permitting and compliance inspection of construction projects
Design and inspect traditional and innovative green stormwater infrastructure and SWM BMPs in both urban and rural environments
Coordination with contractors, outside consultants, government agencies, and JMT staff from multiple locations and technical disciplines
Plan, schedule, conduct or coordinate detailed phases of the engineering work in a part of a major project or in a total project of moderate scope
Analyze survey reports, GIS data, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects

Required Skills
Design responsibilities and project engineering skills required
Knowledge and design experience in BMP design for TMDL credits, stormwater management, MS4 permit compliance, and erosion and sediment control compliance
General understanding of Microstation, OpenRoads Designer, Civil 3D, ArcGIS, HEC-RAS and proficiency in MS Word and Excel required.
Thrive in a fast-paced, team-oriented environment, working on multiple projects
Excellent written and oral communication skills
Required Experience
Virginia Professional Engineer License or the ability to obtain within 6 months
Bachelor’s degree in civil engineering or a related field from an ABET accredited engineering program
10+ years of experience in water resources engineering
Experience with Virginia’s Runoff Reduction Method and be able to evaluate projects using it to determine required pollutant reduction and which BMPs should be used to meet the requirements
Hydraulic Modeling experience using HEC-RAS preferred
Stormwater Management design experience
Erosion and Sediment Control design experience
Experience working with Virginia clients at the county and state level
Working knowledge of Federal, State and local jurisdiction stormwater management and MS4 programs
DEQ certification in ESC and Stormwater Management Dual Combined Administrator required or the ability to obtain in 12 months
Knowledge and understanding of local TMDL action plans and MS4 permit compliance
Have established contacts with various local, state, and federal agencies preferred
Working Conditions
Work is performed within a general office environment 90% of the time. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
