About the Opportunity
The Federal Reserve Bank of Richmond’s People, Culture +Wellness Department has an immediate opening for a Risk and Compliance Senior to develop and execute a risk-based compliance strategy for Human Resources, Health Services and System Payroll. In this role, under minimal supervision, you will have responsibility for collaborating with business areas to understand their processes, risks, and controls; assess security controls and strategies; develop, test and analyze compliance reviews and audits; create risk and compliance related policies, procedures, guidelines and process documentation, including flow diagrams and process maps to meet business needs; proactively seek opportunities for continuous improvement of risk and quality assessments and compliance practices to drive efficiency; and monitor tasks are compliant with internal and external policies and procedures.
In addition, you will be responsible for developing and implementing business continuity plans to ensure business line readiness during unexpected and challenging situations. You will proactively prepare reports that support the needs of the Bank management, the District and the System; and serve as a Subject Matter Expert (SME) in the fields of compliance, risk, and quality assurance.
You will possess the ability to develop and maintain strong relationships across the Richmond Bank and Federal Reserve System, as well as the ability to consult on and positively influence the identification and resolution of risks and opportunities. You will ensure that activities performed within the department and Bank are performed in compliance with Federal Reserve System and Bank policies and procedures.
What You Will Do:
Develop and implement robust compliance program for Human Resources, Health Services and System Payroll
Coordinate risk assessments and compliance audits; serve as a liaison to auditors, Integrated Risk and Resilience team, workgroups, and other key stakeholders as needed
Identify and evaluate emerging risks, compliance issues, and trends and advise PC+W leadership on strategies to address including development and implementation of mitigation plans
Analyze business processes and controls to identify and assess risk, controls, efficiency, and compliance opportunities while partnering with central risk functions
Manage execution of reporting methods and educate internal stakeholders of business risks and trends
Lead efforts in the development, implementation, testing and monitoring of the business continuity plans; ensure business continuity plans are reviewed, updated and practiced regularly
Actively collaborate with security partners to understand security controls and how to monitor for compliance
Prepare and present to management and executives a quarterly summary of effectiveness and opportunities for key compliance activities
Promote the standardization of practices, and create and execute end-user education and training
Maintain an expert knowledge of internal controls and other applicable state and federal laws and regulations
Participate with cross-functional team initiatives and process improvements
Perform other related duties as assigned
Qualifications:
BA/BS in Business Administration/Finance/Accounting or equivalent experience
5 + years of related experience in compliance, quality assurance, Internal/External Audit and/or relevant professional and functional work experience
Experience designing, developing and implementing a broad-based compliance program
Demonstrated ability to develop and execute program with minimal oversight
Excellent interpersonal and communication skills, and experience and confidence collaborating with internal and external stakeholders to develop productive relationships and achieve positive outcomes
Demonstrated analytical ability, and attention to detail with a high level of data integrity and accuracy
Demonstrated agility and ability to problem-solve and use innovation to transform and impact continuous improvement
Identify problem areas and provide fresh approaches to solving issues
Working knowledge of Workday and Ariba.

Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications/experience.
The Risk and Compliance Senior Analyst hiring range is $83,600 - $104,500 annually
The Fifth District provides a hybrid work environment. This position is required to be onsite on Tuesday, Wednesday, and Thursday each week.
