Job Responsibilities/Duties Washington River Protection Solutions (WRPS) is looking for an Emergency Preparedness Manager for field implementation of the drill program. This position will be responsible for providing direct support to the Security and Emergency Services Manager and managing the Emergency Preparedness Specialists providing the training and drills conducted to maintain the WRPS Emergency Response Organization (ERO) and Emergency Preparedness Staff.

The Manager's duties and the responsibilities will include but are not limited to:

  • Support the Security and Emergency Services Manager in an acting capacity as directed.

  • Support the Emergency Preparedness (EP) manager in facilitating EP drills, exercises and training to maintain a Department of Energy (DOE) compliant program.

  • Support training and qualification of EP Personnel as the training coordinator.

  • Coordinate and communicate between Emergency Preparedness (EP) and the training organization.

  • Design and develop training lesson plans for both the ERO and EP Specialists

  • Manage SME training provided by EP Personnel; schedule and ensure conduct of Emergency Management required training and maintain emergency management training sets.

  • Manage ERO proficiency preparation including Practice Drills and tabletop drills.

  • Oversee the EP Specialist Qualification process

  • Under minimal supervision, applies an extensive and diversified knowledge of Emergency Preparedness (EP) principles and practices in assignments and related work, coordinating with internal and external organizations to prepare ERO for proficiency evaluations.

  • Oversee the coordination with Subject Matter Experts (SME) and the EP specialist(s) or designee(s) for development and preparation of scenario packages for field drills, tabletop drills, and training drills.

  • Provide comments for revisions of DOE/RL-94-02 and DOE 0223 and assist with review and revision of hieratical EP documents and plans.

  • Conduct field surveillances and management assessments on Emergency Management Program requirements as directed.

  • Conduct surveillances of EP SME classroom training

  • Participate in Hanford Site Exercise Program and provide EOC position support as assigned.

  • Interpret Federal and State requirements as they apply to Emergency Management training and qualification.

  • Perform on-call duties and other duties as assigned.

  • Required to obtain local EP Specialist Qualification (within first year of employment).

Required Qualifications

Grade 20:

Bachelor's degree (BA/BS) in Emergency Management or related field; and Ten (10) years related experience, or equivalent combination of education and/or experience.

Grade 21:

Bachelor's degree (BA/BS) in Emergency Management or related field; and Twelve (12) years related experience, or equivalent combination of education and/or experience.

Desired Qualifications

  • Experience in Emergency Preparedness including drill preparation, drill coordination, and/or member of Emergency Response Organization (ERO).

  • Current/previous emergency management/supervisory responsibilities at a DOE site. Operational background at a DOE/DOD facility.

  • Experience in technical Instruction.

  • Experience utilizing the Systematic Approach to Training (specifically Job-Task Analysis) in industrial health and safety

  • Experience in developing training/qualification programs and curriculum from published standards, approved procedures, technical requirements and SME input.

  • Department of Energy (DOE) or Federal Emergency Management Agency (FEMA) Emergency Management Incident Command classes.

Compensation & Benefits

Grade 20:

Hiring Range Minimum: $126,025

Hiring Range Maximum: $158,875

Grade 21:

Hiring Range Minimum: $138,700

Hiring Range Maximum: $174,900

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
