Pacific Northwest National Laboratory Contracting Professional 4 - Small Business Program Manager in Richland, Washington
Overview
The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).
Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.
Responsibilities
Responsible for managing PNNL’s Small Business Program in accordance with Battelle’s Prime Contract with the Department of Energy and Battelle requirements. Includes In-Reach, Out-Reach, and reporting aspects of the small business program. Become a trusted business partner to both staff at PNNL as well as within the Department of Energy, Hanford, and the general Tri-Cities communities striving to meet or exceed PNNL’s Small Business goals. Strive to achieve a consistently high level of customer service with both external customers and internal staff. Contribute to other Acquisition Management strategic initiatives and governance activities as required.
Manage PNNL’s Small Business Program in accordance with Battelle’s Prime Contract with the Department of Energy (DOE) and Battelle requirements.
Negotiate small business goals with DOE on an annual basis and develop a strategic plan to meet negotiated targets; Monitor small business program performance throughout the year, keeping management and other interested stakeholders informed of progress against goals.
Complete all small business reporting required by DOE and Battelle.
Plan, conduct, and attend local, regional and national outreach events to actively seek small businesses that may be eligible to provide goods and/or services to meet Battelle’s procurement needs.
Represent Battelle/PNNL as a strategic partner with small businesses within the DOE community, Hanford Site, and the general Tri-Cities area.
Work collaboratively with Acquisition Management staff to provide resource lists of eligible small businesses to include in solicitations for procurement actions; provide training and communication to Acquisition Management staff on small business program requirements, processes, and policy updates.
Actively participate, as assigned, in other Acquisition Management governance activities that may include staff training programs, self-assessments, requirements analysis, Acquisition Guidelines, performance analysis and reporting, risk assessment, and special projects.
Qualifications
Minimum Qualifications:
BS/BA and 7 years of relevant experience -OR-
MS/MA or higher and 5 years of relevant experience
Preferred Qualifications:
Individual that is highly self-directed and possesses strong customer service skills.
Strong leadership and communication skills.
Strong interpersonal skills along with great teaming skills are critical to every aspect of this position.
Strong understanding of government contracting and the acquisition process.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
Mandatory Requirements
Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience.
