The following position is to join our RTX Corporate, Enterprise Services, Research Center or BBN team:

RTX Enterprise Services, Procurement & Program Services (P&PS) is seeking a Senior Analyst, Global Customs to join the Defense Global Customs Organization within the ES Operations and Business Services group. Enterprise Services, Procurement & Program Services (P&PS) is a centralized service organization that provides procurement, supplier data services, strategic affordability analysis and defense global customs services to internal customers across RTX. The success of Enterprise Services gives RTX a competitive edge by allowing us to better meet the demands of our customers through increased efficiency, affordability and productivity.

We are looking for a professional with experience executing Customs compliance and operations work in an exporter/importer environment (preferred) or experience with Customs Brokerage, Freight Forwarding, Department of State & Commerce Licensing, policy, or government relations field in Customs Brokerage to fill the role of Import Declaration Advisor. The Senior Analyst will also provide classification support as required and will assist with the development and upgrade of classification training materials and facilitates training.

What You Will Do

  • Translates regulatory declaration requirements into comprehensive easy-to-understand consultative guidance in order to ensure compliance and facilitate shipment execution.

  • Works with internal programs and function; Global Trade, Shipping, Receiving, International Logistics, Customs Brokers and Freight Forwarders.

  • Reviews valuation, country of origin and product related information obtained for accuracy.

  • Generates the required documentation necessary for import clearance instructions using SAP-based and other systems.

  • Ensures compliant submission of import entry instructions to Customs Brokers, including management of customer expectations through collaboration, complete record keeping packages, and management of licensing requirements.

  • Assesses the accuracy of documentation provided by Customs Broker.

  • Monitors, escalates, and resolves Agent-filer service failures.

  • Operates in accordance with standard operating procedures. Recommends updates to processes and tools to accommodate compliant and facilitative goods flow.

  • Represents the organization as primary contact for import declaration filings with internal customers and third party service providers.

  • Interfaces closely with colleagues in various businesses to identify and understand Raytheon’s products and supply chains.

  • Supports the classification processes in SAP GTS and other systems as used.

  • Classifies products with accurate Harmonized Tariff classifications (HTS), Schedule B, and other government agency classifications based on product attributes.

  • Ensure proper audit trail for all classifications. (Record General Rules of Interpretation, Form, Fit, and Function, and Justification)

Qualifications You Must Have

  • Bachelor’s Degree and minimum 2 years of relevant experience executing Customs Compliance and Operations work in an export/import environment or Customs Brokerage, Freight Forwarding, Department of State & Commerce Licensing, policy, or government relations field

  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements

  • 1+ years of experience using SAP based systems and Microsoft Office applications.

  • At least 1 year of experience with ACE, HTS, export/import valuation, and ITAR/EAR regulation

Qualifications We Prefer

  • Excellent customer relationship/interpersonal and organizational skills with the ability to respond efficiently and effectively to time-critical issues with competing / conflicting priorities.

  • Detailed and task oriented self-starter who can develop effective networks with internal and external customers with the ability to work in a remote team environment

  • Strong sense of urgency and ability to adapt to change

  • Licensed Customs Broker with solid knowledge of the Customs Compliance Regulations (domestic/global import/export and application of export/import trade regulations)

  • Familiar with ABI, DDTC, HTS, export/import valuation, Other Government Agency requirements, Free Trade Agreements and CBP processes, U.S. Government export regulations to generate compliant export declaration filings (EEI filings)/import declaration filings (BEI).

The salary range for this role is 64,000 USD - 128,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
