Northramp is looking for driven, creative individuals interested in helping grow something truly unique in our marketspace. The ideal candidate will be leading and managing a project team that is part of a comprehensive program designed to transform a cabinet-level agency’s OCIO into a premier shared service provider across the federal government. Specifically, this team will provide advisory and technical implementation services to design, implement, and continually manage policies, standardized procedures and processes to support cloud brokerage operations available to internal Mission Area and external agency customers and stakeholders. These operations include, but are not limited to, IT application assessment and evaluation, application onboarding and migration support, and cloud account set up and management.

For this role, previous experience in managing or supporting mid- to large-sized projects focusing on business and technical requirement capture and management, automated workflow development and management, and process analysis and improvement is desired. The candidate must possess a fundamental understanding of services and products with at least 1 cloud platform, and working in an Agile-focused project environment is an essential requirement. The candidate must possess excellent problem-solving skills, a clear ability to communicate effectively with business and technical customers and stakeholders, have a proven ability to work independently and effectively multi-task across several concurrent activities and priorities. The candidate must also have experience managing mid to junior resources, coordinating delivery of required artifacts and IT solutions where applicable, encouraging team members to collaborate to satisfy customers in a demanding, fast-paced environment and providing mentorship and coaching to grow team resources’ skill sets and technical delivery expertise. The candidate will also be proactively engaged in pursuing business development opportunities on behalf of Northramp, both on the assigned customer engagement and also for potentially new customers in the federal space.

We are currently looking for a Project Manager who will:

  • Define and manage a portfolio of projects on behalf of an IT organization in alignment with customer priorities; Define and oversee project plans, schedules and related milestones and facilitate project activities.

  • Communicate program and project expectations and role responsibilities to team members, potentially across vendor teams and client organizations, in a clear and consistent manner.

  • Define and manage strategic and tactical roadmaps that achieve objectives for specific tasks areas within the scope of large-scale Task Orders and delegate responsibilities for performing roadmap activities across a medium to large-size project team.

  • Design and implement standard operating procedures and, where possible, automate processes to support a wide range of cloud brokerage operations leveraging available client platforms such as Service Now and Salesforce.

  • Work with leadership to capture business process requirements and translate them into technical workflow designs, solutions, and artifacts, which may include process wireframes, proofs of concept and technical documentation.

  • Lead efforts to develop business cases, analysis of alternatives and cost/benefit models to address project requirements.

  • Coordinate with key team leadership and other Program Managers to coordinate delivery of ongoing and ad hoc project statuses with customer stakeholders, and coordinate periodic meetings and briefings to discuss status updates and schedule delays that arise.

  • Identify, manage and report on risks and issues that arise as well as strategies to mitigate or resolve each risk/issue, and maintain risk information in a centralized location.

  • Support Agile-based delivery activities and responsibilities including, but not limited to, the following:

  • Scrum cadences

  • Epic and user story development and tracking

  • User story blocker analysis and resolution

  • Build and maintain ongoing and trusted relationships with customer leadership and agency component and external customer stakeholders

Additionally, the ideal candidate will:

  • Provide quality assurance over testing/deployment activities for automated workflow and technical solutions and conduct quality reviews over project artifacts and documents.

  • Coordinate and present stakeholder outreach and training as required for new products and processes to support customer onboarding/migration

  • Work closely with project teammates to deliver high-quality solutions and promote camaraderie across the team.

  • Manage multiple tasks and priorities at one time.

  • Adhere to Agile development methodology, and can demonstrate and apply scaled Agile framework (SAFe) fundamentals and best practices

  • Possess experience with the following technologies:

  • At least one cloud platform and its related services and products (Microsoft Azure, Amazon Web Services, Google Cloud, Oracle Cloud Infrastructure)

  • Agile management tools, such as Kanban, Jira or Confluence

  • Microsoft Office 365 products

  • Coordinate efforts to collect performance feedback from OCIO stakeholders and customers to refine and enhance existing policies and processes.

  • Provide mentorship and career guidance to junior and mid-level team resources to grow and expand technical and consultative skill sets and expertise, and provide oversight to annual goal planning and evaluations.

  • Participate and lead business development activities in support of pursuing new engagements or retaining services for existing customers across the federal landscape.

Required Qualifications:

  • US Citizenship and ability to pass a Public Trust background check.

  • Bachelor's Degree in Computer science or related field

  • 6+ years managing a small to mid-size team delivering multiple or complex IT solutions

  • 4+ years performing or leading process development/improvement efforts

  • 3+ years managing customer requirements, preferably in an Agile setting.

  • Ability to work independently and to be a self-starter and able to operate in a proactive way

  • Strong analytical and problem-solving skills; logical thinker and intellectual curiosity

Desired Qualifications:

  • Experience working with Atlassian suite of project management tools (JIRA, Insight, Confluence).

  • Project Management Institute (PMI) Project Management Professional (PMP) or Agile PM certification.

  • Ability to draft and review technical content in support of business development and proposal response initiatives
