Description
The mission of ORR is to promote the health, well-being and stability of refugees, unaccompanied children (UC), and other eligible individuals and families, through culturally responsive, trauma-informed, and strengths-based services. ORR’s vision is for all new arrivals to be welcomed with equitable, high-quality services and resources so they maximize their potential.
The purpose of the Mission Support Project is to provide technical, acquisition, program management, administrative, and business support services to ORR in order to meet ACF mission requirements.
Job Description:
ICF is currently seeking a Grant Support Specialist for an ORR Project. The purpose of this project is to provide support to ORR in meeting their mission goals. This support covers a variety of activities across multiple divisions within each federal program.
The Grant Support Specialist will use his/her expertise to oversee grant reviews, review grantee performance, support all aspects of grant funding opportunities, and develop grantee technical assistance.
The successful candidate will have a broad knowledge of project support and coordination. The Grant Support Specialist will report to a divisional or bureau lead for supervision and assignments.
Positions will be fully remote, onsite embedded in the client site, and hybrid.
Key Responsibilities:
Grantee Support Specialist responsibilities include:
Providing support for managing the discretionary grant processing including pre- and post-award activities.
Drafting and/or editing funding opportunity announcements and cooperative agreements.
Overseeing grant reviews and drafting and processing decision packages for approval.
Reviewing performance and financial reports submitted by grant recipients, reviewing monitoring reports, updating relevant databases, and developing corrective action plans if necessary.
Assisting in the collection and analysis grant-related data that includes but is not limited to, program documentation, performance reports, and financial reports.
Meeting with grant recipients as needed and at the direction of federal staff to better understand performance of grant requirements.
Identifying trends; instances of noncompliance with relevant statutes, regulations, agency policies and procedures, and grant requirements; and other areas of interest to the Government.
Providing analysis of grant-related data in the form of reports, dashboards, presentation materials, and other deliverables as required.
Identifying grant recipients and/or issues that require technical assistance or guidance.
Providing recommendations to federal staff for providing technical assistance including the issue/s to be addressed and mode of delivery (training, guidance, etc.)
Researching and drafting technical assistance deliverables for review and use by federal staff.
Basic Qualifications:
Bachelor’s degree in social work, public administration, social services, or related field which requires an understanding of business analysis.
5 years of experience working with ORR program and/or grantees.
1 year of program analysis skills.
Preferred Skills:
Master’s degree in social work, public administration, or other advanced degree in a related field
Working knowledge of ORR mission and activities.
Project management experience.
Leadership experience
T2 clearance

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$63,511.00 - $107,968.00
