The Federal Compliance Officer is an advisory role that reports to the Federal Consulting CFO and is a part of the General Manager's Senior Leadership Team. This role coordinates IBM's overall compliance with Federal rules, regulations, and statutory requirements while properly maintaining IBM's internal control structure. The Federal Compliance Officer is the primary interface with the Defense Contract Audit Agency and Defense Contract Management Agency for all compliance matters. As the subject matter expert for FAR, DFARS, and CAS, the successful candidate is expected to keep current as changes occur and to provide interpretation of Government rules and regulations across the Federal Division. This role is responsible for IBM's CAS disclosure statement, ensuring it is current and accurately maintained. The Federal Compliance Office must ensure successful completion of regular Accounting System, Procurement System and Estimating System audits and advise management of any needed remediations.

As business strategies change, the Federal Compliance Officer will need to advise on CAS disclosure changes, review and defend cost impacts with DCMA, identify areas of risks and ensure execution of all CAS related changes in IBM's tools and processes. The ideal candidate will have experience with a variety of costing and rate methodologies and have the ability to advise on best practices. Additionally, the Federal Compliance Officer will need to have the ability to prioritize and delegate tasks while providing proper oversight in a fast paced, dynamic environment.

The Federal Compliance Officer works cross functionally with teams in Delivery, Business Development, Finance, IT, Quote to Cash, Procurement, Pricing, Contracts and Legal to ensure staff has been trained to operate in a Federally compliant environment with a focus on labor claiming, expense reporting, CAS requirements, and truthful cost or pricing data. The role ensures training is available that effectively addresses requirements of applicable laws and regulations. The Federal Compliance Officer interfaces with commercial divisions of IBM to review intercompany transactions, set standards for commercial items within the company, and is responsible for the interna policy related to intercompany transactions. The role also interfaces with IBM Corporate as needed.

Required Technical and Professional Expertise

  • US Citizenship and US location required

  • Bachelors in Accounting/Finance or related field

  • Significant years of experience in financial management of Government contracts, Compliance and audit

  • Direct experience with the Defense Contract Audit Agency and Defense Contract Management Agency

  • SME level knowledge of Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement (DFARS), Cost Accounting Standards (CAS), Joint Travel Regulations (JTR) and ability to apply knowledge to provide counsel to Senior Leadership

Preferred Technical and Professional Expertise

  • Experience with Deltek Costpoint

  • Working knowledge of Microsoft office suite of applications (Outlook, PowerPoint, Excel)

  • Acquisition related experience

The salary will vary depending on your job-related skills, experience and location. Pay increment and frequency of pay will be in accordance with employment classification and applicable laws. For part time roles, your compensation and benefits will be adjusted to reflect your hours. Benefits may be pro-rated for those who start working during the calendar year.
