Minimum Qualifications Bachelor’s degree and nine years of responsibility in education, congregate care, or other related complex Human Services operations.

Duties Description Under the general direction of the Commissioner of OCFS, the Associate Commissioner will serve as the Special Advisor for Agency Initiatives, which acts as a key advisor to the Commissioner of the Office of Children and Family Services (OCFS) on priority human services policies, programs, and initiatives. This critical role is primarily responsible for coordinating and monitoring activities impacting the agency’s ability to achieve its goals and mission. This position will be responsible for the following:• Coordinates and monitors the planning, design, and development of new and/or modifications to existing projects, programs, and activities. • Lead the development of the agency’s strategic plan in conjunction with the various departments and divisions. • Manage special projects and recommendations, including completion of short-term, medium-term, and long-term projects. • Research, collect, review, and analyze information involving highly sensitive and confidential issues impacting agency policies, procedures, operations, and objectives. • Develop and implement statewide community engagement plan for the agency.• Oversees the analysis of feedback from all parties and makes recommendations to the Commissioner regarding the alignment of staffing and programmatic goals to improve and achieve the agency’s strategic plan and vision.• Directs special projects from the Commissioner and recommends strategies to resolve challenges.• Articulates the Commissioner’s goals to agency leadership and leads activities and actions taken to advance achievement of those stated goals and priorities.• Directs the study and evaluation of effectiveness of agency programs through surveys, reports, audits, and discussion with both internal and external stakeholders.• Monitor performance indicators to measure impact of initiatives, identify new initiatives, and proactively detect potential risks and issues. • Conduct regular engagement with agency leadership, on strategic initiatives and projects. • Draft memoranda, briefs, reports, presentations, and other work products, incorporating research and analysis from internal and external sources. • Advise the Commissioner and agency leadership on challenging areas, particularly juvenile detention programs and facilities to promote safety of youth and staff.

Prospective employees will be required to pay any necessary fees.3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs.
